May i assume the meaning of Muhkamat like ‘given order’ or ‘declared order’. Plz! correct me if i’m wrong.

Not Necessarily. Muhkamat (decisive in meaning) is derived from احکم which again is derived from حکم which means, he decided or he judged; احکمہ means, he rendered it firm, stable and secure. محکم means
1. that has been made secure from change or alteration;
2. that is which there is no ambiguity or possibility of doubt
3. that which is clear in meaning and decisive in exposition
4. a verse that embodies a teaching special to the Quran (Mufradat)

It is described in third person. not pointed directly to a particular person in Quran
but it is generally believed to be about a certain person.
Actually it is a generalization that describes certain behavior and people having such attitude or behavior are described with the example of a dog.
