Al-A`raf Chapter 7 : Verse 176
[7:176] وَاتْلُ عَلَيْهِمْ نَبَاَ الَّذِىْۤ اٰتَيْنٰهُ اٰيٰتِنَا فَانسَلَخَ مِنْهَا فَاَتْبَعَهُ الشَّيْطٰنُ فَكَانَ مِنَ الْغٰوِيْنَ
And relate to them the story of him to whom We gave Our Signs, but he stepped away from them; so Satan followed him up, and he became one of those who go astray.
Al-A`raf Chapter 7 : Verse 177
[7:177] وَلَوْ شِئْنَا لَرَفَعْنٰهُ بِهَا وَلٰـكِنَّهٗۤ اَخْلَدَ اِلَى الْاَرْضِ وَاتَّبَعَ هٰوٮهُۚ فَمَثَلُهٗ كَمَثَلِ الْـكَلْبِۚ اِنْ تَحْمِلْ عَلَيْهِ يَلْهَثْ اَوْ تَتْرُكْهُ يَلْهَثؕ ذٰلِكَ مَثَلُ الْقَوْمِ الَّذِيْنَ كَذَّبُوْا بِاٰيٰتِنَاۚ فَاقْصُصِ الْقَصَصَ لَعَلَّهُمْ يَتَفَكَّرُوْنَ
And if We had pleased, We could have exalted him thereby; but he inclined to the earth and followed his evil inclination. His case therefore is like the case of a thirsty dog; if thou drive him away, he hangs out his tongue; and if thou leave him, he hangs out his tongue. Such is the case of the people who disbelieve in Our Signs. So give them the description that they may ponder.
These are the verses I was talking about. People who have inclinations towards wordly desires and step away or reject the signs of Allah are termed as dog. His wordly desires are insatiable and thus seems like hanging his tongue out like a dog.
Scholars believe that it is about a person named 'Bal'am bin baura' who is believed to have lived during the time of Moses(as). he reported to have been a virtuous man. Pride turned his head and he ended in disgrace.
These verses may also be applied to Abu-Jahl and Abdullah bin Ubbay etc.
