That may be so … but if a person comes bearing the colours of peace/surrender or hope of amnesty then we have some obligation to entertain them, which is what I guess you are tacitly accepting.

I do agree with accepting their surrender, but I think the best next step would be prosecution, and only if they are provably clear of any wrong doing, rehabilitation. I cannot see the benefit of immediate amnesty.
