I think UK government knows what it’s doing when it comes to finances. They wouldn’t spend an extra single penny if it’s not worth it.
Besides, even inside prisons they have rehab facilities sometimes. Anyway, I think it’s only on the paper right now, they haven’t decided on it…still thinking about it.
