Well it depends. In alot of cases, YES the victim usually has a part to play in being treated the way they are. However that is still no excuse for the accused to go on with such a behavior. It is quite tricky because most people think if you are wearing “western” clothes you must be easy to target or if you are blessed with a smiley face that definately means you are showing interest :halo:.
