no its not haraam because at the time of saving a life you may use all means to do that
e.g if you are lost without food or water but u find a pig then it becomes neccesary for u to eat it and save your own life now thats Islam

The latest research I read few days back in the news was that CPR is not even required now as other techniques have been developed to take care of the patients.
A friend of mine made me angry a couple of years back when he commented on CPR "Sawab ka sawab, mazay ke mazay"

mercenery, that news about Saudia is quite old and was debated extensively on GS back then.
Re: mouth to mouth, as STP pointed out latest research says that it may not so effective anyway. More emphasis should be placed on chest compression. Although considering you are asking about na-mehram women (albeit tongue in cheek, no pun intended), its probably all the same from a query stand-point.

^ PCG, see my reply above. I think some people think of mouth to mouth as the same as Cardiopulmonary resuscitation (CPR). By the way, for those who are not sure about the difference, CPR is a combination of mouth-to-mouth rescue breathing and chest compression that keeps oxygenated blood flowing to the brain and other vital organs until more definitive medical treatment can restore a normal heart rhythm.
