No they are not. The mission(s) can be pre-programmed according to the user's needs. If Iran can build ground-control stations for its ballistic missiles, then I don't understand why it cannot for its (much simpler) UAV's.

Correction: The Beagle (really the name?) was only purchased for its skeleton where US upgraded the avionics by itself. I believe it is part of the US surveillance program at the Mexican border.
