No they are not. The mission(s) can be pre-programmed according to the user's needs. If Iran can build ground-control stations for its ballistic missiles, then I don't understand why it cannot for its (much simpler) UAV's.
Turkey, Greece, UK and Pakistan have produced UAV which are leagues behind the American UAV proramme which is exactly why all of them have lined up in purchasing American Armed UAV's. Because the R&D that goes into making an Armed UAV is very extensive and quite expensive. Something which you fail utterly to understand.
And that must be why the Americans were the first to line up to buy one of Pakistan's indigenously-developed UAV's (Beagle), right? Funny character your are!
