Legalities aside, how does this make sense?
I mean…clearly religion isn’t so important since one is willing to marry someone who doesn’t follow it…so then why the hang up if it’s a ‘halal’ marriage or not? 
Needless to say, there is differing opinions on the matter…I’m not familiar with one that says it’s okay…and I personally happen to follow a school of thought that suggests that Muslims in non-Muslim lands (regardless of gender) are prohibited from marrying non-Muslims (so there you have my personal bias).
Out of curisoity, if you sister’s husband didn’t convert…how would the kids have been raised?
