You have to understand the culture (which may be impossible for you now to understand) which existed in this region much much before pagan arab cult of Islam and radical Umma-Ummi ideology was forced here.
No need to go back till Chandragupta and Vikramaditya, even during arrival of British East India company, India was having many local rulers and Kingdoms.
But, think, what happened to all of them....after 1947...all merged in
one Republic of India....except now called Pakistan-- result of radical ummah-ummi ideology.
