Pakistan government has accepted that the said person is from Pakistan (Inspite of "hindu zionist" theories ... rakhi stunt). And they are investigating his and other's role in the attack. they have arrested about 120 people in all. So let your government do it's work, why are you getting so worked up !!!!!!!
ICJ will see proof when it goes to ICJ!!!!! As of now this is a bilateral thing between India and Pakistan and it needs to be tackled at this level. And as far as i understand ICJ, it is not for disputes like this.

Let me give ya a high level how it works in the civilized world...
There is a court system where disputes are resolved, the plaintiff also known as complainant party initiates a lawsuit with proof the court will look at the proof/evidence there will be a trial and there will be cross examination of the accused/witnesses and in the end the court will pass judgement / verdict... Simple or is this too compluicated in Indian world?
Perhaps I suggest while you are at it you also throw in samjotha case too as Indian govt. had ample proof of big Paki hand.. LOL..
