"To make recommendations to the parties" ..... the parties are India and Pakistan ... so make recommendations to them ... for what ....

So to put i tin right prespective .... UN rep. is to talk to the two parties as to how they can implement the UNCIP resolutions .....

actually this kind of things happened in the past.
i have read a book of *brig Irshad Tirmizi **who worked in ISI for years. in which he disclosed with the reference of indian female spy apprehended in pakistan that RAW official during the training period of galz wud arrange *"extra training sessions" **that were usually start after the dinner.
justification for that "extra training session" wud be given that it wud help spies to understand the male psychology and wud help them in performing their duty well in pakistan.

i think u have made an aggressive statement calling OP or writer of the report as pervert.
but i think that perversion does exist in the indian army. if u dont provide leaves to the army men on the border definitely he will feel disgruntled and sex famished . and that problem in the indian army is an open secret and we are listening it for years.
many of my relatives who are in army gets regular leaves after a periods of few months beside they are regularaly transferred after a period of two to 3 years. but thats not the case wid indian army.
even i heard few news stories where indian army men were accused of raping/ abusing or taking undue advantages of their position in african countries where they were on UN peace mission.
indian army has a little say in the govt unlike pakistan army. further their problems are not taken wid due attention. under these circumstances such kind of move (using prostitutes ) can't be denied.
most of the indian here is just trying to suppress the topic instead of analysing the cause and effect of the recent measures taken by the indian army cheif.

Multinational pharmaceuticals want to test their new AIDS drugs on these poor soldiers. They wont get cheaper test subjects than those soldiers anywhere else in the world. Hence this prostitue battalion.
