Sometimes I feel like banging my head against walls because of ideological stupidities of government people. I can understand that government wants to be in America’s goodbooks, but the ultimate goal of every Pakistani should be to do what is best for PAKISTAN itself.
Because of our previous governments’ negligence to take actions on looming power crisis, we are now in a situation where people are protesting in the streets for prolonged power cuts, and businesses are closing because of unavailability of electricity. All this while electricity prices are sky-rocketing.
In other words, people need power (electricity) so much that they are willing to even pay huge money for it.

Government today is pleading our Saviors in واشنگٹن to grant us the civilians nuclear plants. We are even getting “recommendations” from China so that امریکا may listen to our please.

Yet the government is unwilling to go for an option that is readily available, and this far cheaper than what Amreekis can offer, and is also readily available. IRANIAN ELECTRICITY.


I usually don’t like columns from Irfan Siddiqui of Jang Group. But he is absolutely correct in demanding government to consider option for cheap Iranian electricity. This is the need of the time. This is what is best for Pakistan. Anyone in government overlooking this option does not have Pakistan’s interests in heart.

ایران وافر بجلی پیدا کرنے والے ممالک میں سرفہرست ہے۔ بیس بائیس سال پہلے تک وہاں بجلی کی مجموعی پیداوار پندرہ ہزار میگاواٹ تھی۔ یہ ”مولویوں کی حکومت“ تھی جس نے انہی ضروریات، توانائی کی بڑھتی ہوئی اہمیت اور مستقبل کے تقاضوں کو سمجھتے ہوئے ٹھوس منصوبہ بندی کی۔** آج ایران 55ہزار میگاواٹ بجلی پیدا کررہا ہے**۔ سات کروڑ آبادی کا کوئی گھر ایسا نہیں جہاں بجلی نہیں پہنچی۔ ایران کی ساری داخلی ضروریات 40ہزار میگاواٹ سے پوری ہورہی ہیں** جبکہ 10ہزار میگاواٹ فالتو ہے**۔ گزشتہ روز ہی صدر احمدی نژاد نے عراقی سرحد کے قریب ایک ڈیم کا افتتاح کیا جہاں سے ایک ہزار میگاواٹ مزید بجلی پیدا کی جائے گی۔ ایرانی حکومت کا عزم ہے کہ آئندہ دس برس کے دوران بجلی کی پیداوار میں مزید پچاس ہزار میگاواٹ کا اضافہ ہوجائے گا اور وہ ایک لاکھ میگاواٹ تک پہنچ جائے گی۔ ظاہر ہے کہ وہ فالتو پیداوار پڑوسی ملکوں کو فروخت کرنے میں دلچسپی رکھتا ہے اور توانائی کے بحران سے دو چار ممالک کے لئے یہ نہایت عمدہ آپشن ہے۔
یہ 2000ء کا ذکر ہے۔ اس وقت کے کورکمانڈر کوئٹہ لیفٹننٹ جنرل (ر) عبدالقادر بلوچ ایران کے دورے پہ گئے۔ انہوں نے بلوچستان کے لئے ایرانی بجلی میں دلچسپی ظاہر کی۔ انہی کی پیشرفت پر منصوبہ طے پایا اور آج ایران، سرحد کے قریب واقع پاکستانی قصبوں اور دیہات کو 35میگاواٹ بجلی فراہم کررہا ہے۔ 2007ء میں وفاقی وزیر پانی و بجلی لیاقت علی جتوئی تہران گئے۔ انہوں نے ایران سے 500میگاواٹ بجلی کی درخواست کی جو قبول کرلی گئی لیکن کوئی عملی اقدام نہ ہوا۔ جمہوری حکومت کے قیام کے بعد دسمبر 2008ء میں ایرانی وزیر برقیات، مہندس (انجینئر) پرویز فتاح پاکستان تشریف لائے۔ اسلام آباد میں ایران اور پاکستان کے درمیان مفاہمت کی ایک یادداشت پر دستخط ہوئے۔ طے پایا کہ ایک سال کے اندر اندر، یعنی نومبر 2009ء تک 1100 میگاواٹ بجلی پاکستان کو فراہم کردی جائے گی۔ اس میں سے ایک سو میگاواٹ گوادر کی بندرگاہ اور 1000 میگاواٹ نیشنل گرڈ کے لئے مخصوص ہوگی۔ دسمبر 2009ء تک مزید 1100 میگاواٹ بجلی فراہم ہونا تھی۔ ایران نے اپنے حصے کا بڑا کام کرلیا اور سرحد کے قریب بڑا ٹرانسمیشن سسٹم بھی نصب کرلیا لیکن پاکستان کو یاد ہی نہ رہا کہ اس طرح کا کوئی معاہدہ بھی ہوا تھا۔** بجلی کی قیمت بھی انتہائی ارزاں یعنی صرف 6سینٹ قرار پائی تھی** لیکن پاکستان کے فیصلہ سازوں نے اس میں کوئی کشش محسوس نہ کی۔ کیوں؟ اس سوال کا جواب ہر پاکستانی جانتا ہے۔ دو سال سے راجہ پرویز اشرف کرائے کے فرسودہ بجلی گھروں کی وکالت کررہے ہیں۔ کیوں؟ یہ بھی سب پہ آشکارا ہے۔ اس دوران** اگر ایران کے ساتھ معاہدے کو عملی جامہ پہنا دیا جاتا تو آج قیامت کا یہ سماں نہ ہوتا اور وزیر اعظم، امریکہ سے روشنی کی بھیک نہ مانگ رہے ہوتے۔**
کوئی چار ماہ قبل ترکی کے وزیر اعظم طیب اردگان پاکستان تشریف لائے۔ واپسی کے سفر میں وہ تہران ٹھہرے اور ترکی کو بجلی کی فراہمی پر بات چیت کی۔ ایران پہلے ہی ترکی، آذربائیجان، ترکمانستان، افغانستان، عراق اور آرمینیا کو بجلی فروخت کررہا ہے۔ ترکی میں بجلی کا قحط نہیں وہ لوڈشیڈنگ کی اصطلاح تک سے واقف نہیں۔ ان کی نظر مستقبل پر ہے اور وہ بڑھتی ہوئی ضروریات کے لئے جنگی بنیادوں پر منصوبہ بندی کررہے ہیں۔ 4000 میگاواٹ کی فراہمی کا معاہدہ طے پایا ہے۔ ہر دو ماہ بعد دونوں ممالک کے وفود مل بیٹھتے اور کام کی رفتار کا جائزہ لیتے ہیں۔ ادھر ہماری کیفیت یہ ہے کہ ذمہ داران کو سرے سے معاملے کی نزاکت کا احساس ہی نہیں۔** دسمبر 2008ء کے معاہدے میں طے پایا تھا کہ دو ماہ کے اندر اندر وفاقی وزیر راجہ پرویز اشرف اعلیٰ وفد کے ہمراہ تہران کا دورہ کریں گے تاکہ جزئیات طے کی جاسکیں۔ انہیں اس دورے کی باضابطہ دعوت بھی دے دی گئی۔ اسلام آباد میں مقیم ایرانی سفیر نے کئی ملاقاتوں میں یاد دہانی کرائی۔ ماشاء اللہ شاکری بھٹکتے پھرے۔ کبھی چیئرمین واپڈا، کبھی پیپکو، کبھی دفتر خارجہ۔ ایران کی طرف سے متعدد خطوط لکھے گئے لیکن یہاں بے نیازی کی برف نہ پگھلی۔ ایران نے یہ پیشکش بھی کی کہ اگر کوئی مالی مشکلات ہیں تو مدد کی جاسکتی ہے۔** ایران سرحد سے کوئٹہ کے نیشنل گرڈ تک کوئی سات سو کلومیٹر کا فاصلہ ہے جس میں کوئی بڑے پہاڑ یا دشوارگزار راہیں نہیں۔ ایران نے یہاں تک کہا کہ وہ فی الحال اپنے خرچ پر یہ ٹرانسمیشن لائن بچھانے پہ تیار ہے لیکن وہ بات ایرانی مولویوں کے ہونٹوں پہ نہیں آرہی جسے سن کر ہمارے حکمرانوں کی رال ٹپکنے لگتی ہے۔
ترکی، بھاری مقدار میں ایرانی بجلی اس لئے خرید رہا ہے کہ وہ مستقبل کی اپنی ضروریات پوری کرنے کے ساتھ ساتھ ہی بجلی اچھے داموں یورپ کے ہاتھ بیچ سکے اور ٹرانزٹ چارجز بھی وصول کرلے۔ ایرانیوں سے اس نے بات کرلی ہے۔ آذربائیجان بھی بجلی ری ایکسپورٹ کرنے کا ارادہ رکھتا ہے۔ پاکستان بڑی آسانی کے ساتھ انتہائی سستی ایرانی بجلی افغانستان، بھارت اور چین کے ہاتھ بیچ سکتا ہے۔ سلطنت عمان بھی ایران سے بجلی خریدنے کو ہے۔ اس مقصد کے لئے خلیج فارس میں زیر زمین ٹرانسمیشن لائن پر کام شروع ہے۔
مشرف نو برس تک بیٹھا رہا اور ایک بلب جتنی بجلی کا سامان بھی نہ ہوا۔ جمہوری حکمرانوں کو دوسال سے زائد ہوچکے ہیں۔ وعدہ کیا گیا کہ دسمبر 2009ء تک لوڈشیڈنگ ختم ہوجائے گی لیکن بیس بیس گھنٹے کی لوڈشیڈنگ جاری ہے۔ کارخانے اور فیکٹریاں بند پڑی ہیں۔ کاروباری سرگرمیاں متاثر ہورہی ہیں**۔ ملکی ضروریات 15ہزار میگاواٹ کو چھو رہی ہیں اور ہمیں 5ہزار میگاواٹ کمی کا سامنا ہے۔ لوگ سراپا احتجاج ہیں۔ میرپور آزاد کشمیر کے لوگ ایک نمونہ پیش کرچکے ہیں لیکن بحران کی شدت پیہم بڑھ رہی ہے** اور حکمران اپنی ترجیحات کی صورت گری میں مگن ہیں۔
ماشاء اللہ شاکری کی دلسوزی بجا، لیکن وہ ہماری مجبوریوں پر بھی غور کریں۔ ماشاء اللہ ہم اندھیروں میں گزر اوقات کرسکتے ہیں۔ صنعتی تباہ حالی اور 240/ارب روپے کا نقصان برداشت کرسکتے ہیں… لیکن ماشاء اللہ ہمارے پیٹ گنبد فلک کا سا حجم رکھتے ہیں اور ہماری اولین ترجیح بجلی کی فراوانی نہیں، شکم پروری ہے۔

I am trying to find English version of such reports so that everyone can read and see the example of our governments’ preposterous priorities.
While I supported many of Musharraf’s policies, but he himself went against his own slogan of “Pakistan first”. When it came to do what was best for Pakistan’s future demands for electricity, he overlooked a cheap source which could have avoided Pakistan from current crisis. In my opinion, Musharraf government, and now present government, don’t want to buy electricity from Iran only because Amreeki don’t like the country. So Musharraf and PPP governments, have forgotten the slogan of “Pakistan first”.

RAWALPINDI: **Iran has renewed its offer for Pakistan to get 1000 megawatts of cheap electricity on urgent basis in the wake of worsening power crisis. **

Addressing the business community at Rawalpindi Chamber of Commerce and Industry (RCCI) here on Saturday, Iranian ambassador to Islamabad Mashallah Shakiri said Pakistani officials are yet to respond to the offer.

“In energy field, Iran and Pakistan have made several deals, including supply of 80MW of electricity for Balochistan and 100MW of electricity for Gwadar Port,” he said.

Iran and Pakistan have also entered into an agreement on gas pipeline pact, he said, adding Tehran is now awaiting sovereign guarantee from Islamabad.

Shakri said despite Indian withdrawal from the deal, **Iran went ahead with the project for Pakistan and laid a 1000-km long gas pipeline without waiting for the completion of legal procedures.

“It now depends upon Pakistani officials to step up the work for supply of gas**,” the Iranian envoy stressed.

In case you don't know, this deal is not implemented either.

Do you think Musharraf govt also did not pursue Iran option due to kickbacks? If yes then so much for that slogan of "Pakistan first".

But in any case, I don't care about whether it is ideology or kickbacks that is the cause. I think it is ideology, but everyone is free to disagree with it.

Point is that a good chunk of current power crisis can be resolved without spending too much money. But successive governments, both Musharraf's and PPP's, have refused to implement the solution. And those were suffering due to this refusal is common man of Pakistan.

The present situation can be related to the US’s ongoing campaign to isolate Iran. US is continuously pressuring Pakistan not to accept Iranian offer of electricity.

I don't know how fast can this 1000MW can come to Pakistan, I don't think its as easy as throwing kunda across Iran and fetching that power. I do hope that in all other planning (really??) for future power projects this offer is also considered.

That’s correct. We (read “government”) need to keep in mind that Iran is offering electricity at one third the price of rental power providers (RPP). I am not sure if this would come out to be the final cost, but it would still be than RPPs.

Its more like politically motivated. Iran knows that it is black listed by Uncle Sam. Iran is now offering to tease Pakistan. I think Pakistan has gone too forward with US relations where it can not ignore wishes of Uncle Sam. I still prefer that Pakistan should produce cheap electricity by installing its own Nuclear and Coal fired plants. It should not dependent on charity given by Iran or SA.

I really don’t think this is charity from Iran. This is a business deal. **And Iran is making similar deal with ALL countries all around it, including Turkey. **

By the way, since when did Pakistan start rejecting “charities” offered to us before? Remember USAID program? Remember “Friends of Pakistan” forum where our government was asking “donations” from its “friendly countries”?

Now THAT is charity. Too bad nobody even offered enough charity that the government was looking for. In the end Pakistan had to go for unpalatable decision of IMF loans.

At the expense of Pakistan’s own interests? I don’t think any other country in the world would do that to its own people.

Remember. People are protesting in streets due to shortage of electricity. Businesses are closing down and economy is stagnant only because of it. And yet we think America’s wishes are more important to us then the good of Pakistani people?

Uncle's it's not easy to take Iran offer at this time, considering all the regional developments in last few years, India back off from the pipe line deal, ever think why?

All the arab countries are against Iran in one way or other including West and now China/Russia also considering support for sanctions against Iran.

Too much bs is going on, .. it's better for Pakistan to stay out of trap... !

Turkey didn't back off. China didn't. Tajikistan didn't. Azerbaijan didn't.
This is false to say that Arab countries are against deals with Iran. Jordan, UAE, and Oman are some of these countries.

Trap? What trap? Our economy is going in shambles because of it, our people are crying due to prolonged outages, our children can not even study; and we have an option of getting it cheap and in abundance.
In this situation we have an option that is cheap and abundant. What is the most logical thing to do now?

iran is already supplying some electricity to sw coast including gwadar. the issue now is newer offer of more electricity at very reasonable rates, the offer has a condition attached to it - namely improvement of grid infastructure within pakistan - for which iran is also willing to provide finance at very low interest rates. so this is where pakistan has some head scratching to do, and the reason for allowing these media reports free reign to paint pictures

Crisis in Iran’s Power Grid

The labor unrest in Iran has reached the country’s power generation industry and for the first time, the head of the electricity network workers syndicate announced that the government owes it $5 billion, adding, “Our debt to the banks is also 5,000 billion Toman (equivalent to $5 billion) and under these conditions there are some 900,000 workers in our industry facing unemployment and the continuation of this situation will soon lead to the crises if blackouts.”

Iran’s labor news agency ILNA reports that the government owes a disconcerting $5 billion to the syndicate. This unprecedented amount to the electricity industry is primarily in pays to the workers who are directly or indirectly involved in the electricity industry, a situation that threatens manufacturing units producing electricity generation/distribution equipment.

Mohammad Parsa, the head of the electricity industry syndicate told ILNA, “Numerous problems threaten the electricity equipment production plants. Currently, many units are either closed or are working under capacity.” He warned officials about the possibility of many production units shutting down and added, “Unfortunately the size of the government’s debt to the syndicate is so large that unless a solution is found to the problem, many production units will have to shut down laying off some 900,000 workers who directly or indirectly work for the industry.”

In another part of his interview, Parsa talked about Ahmadinejad administration’s failure to honor its financial commitments, adding, “Because the government has not paid up its debt in time, we have not been able to clear our own debts. As a result, our debt to the banks too has become very high. So we are under pressure from banks while the members too are fighting legal battles with each.”

Crisis Began With Majlis Decision

Parsa believes that the crisis began when the seventh conservative Majlis (which ended last year) began the crises by freezing prices, adding, “From the time when the Majlis decided to stabilize the price of electricity, the ministry of power could no longer pay up its debts to the electricity industry and gradually tumbled into crisis. In any case, when the balance in the ministry of power is disrupted, everybody who works with this agency is impacted.”

“The ministry of power owes us $5 billion of which 40 percent is owed by Mina. Banks claim more than 5,000 billion Toman from us (about $5 billion). We are now in talks with some banks to write off our debts. Some banks have taken legal measures against us. In any case, we are no longer able to fight this battle and say afloat. We are loosing money and some managers have fled. Believe some of our managers are not going home because their checks have bounced and make arrangements to see me in a car to talk about their problems, like a fugitive,” Parsa said.

Parsa said that the current crisis is also threatening the exports of the electricity equipment production units. “The government buys 99 percent of our products. The ministry of oil and power are the biggest customers. But when they buy without paying the cost, we are thrown off financial balance. This is threatening our exports. We have labor problems. Avengan Company is fully shut down. We had export plans to Pakistan but because of the daily strikes at the company, production is completely suspended. Workers who have not been paid are preventing the use of the primary material at the plant and do not allow it to leave the plan, causing us all kinds of problems.”

Series Threat to Exports

The head of the workers syndicate for electricity equipment producing plants predicts that unless the current hot problems are solved, there will be blackouts in the country and that the continuation of this situation would certainly threaten the exports of the industry. “This industry earns about 1.5 to 2 billion USD in exports per year. But if the current problems and issues continue, we will not be able to meet our commitments to foreign markets and will lose our markets. This industry has the largest share in the exports of technical and engineering services.” Parsa said that currently the industry operated at only 30 percent of its capacity and that the Chinese and the Indians were taking over the markets that Iran once had. If this is of concern then Pakistan government can get commitments from Iran. And if this really is such a big issue, even though no one else has reported it except this one source, then Pakistan should not get electricity from Iran. What's the big deal?

International agreements are governed by conditionality and consequence if things are not delivered.

The gas is cheap. It is available. It benefits the Pakistani people. That is why we should do it and not depend on the damn Americans.
