Ultimately the persence of army is going to be there, because our British-Indian political party system (BrIPPS) doesn't allow self-policing. A truly democratic party, open and fair "internal" elections, can self police. However our parties run by personality cults, race, ethnicity, and dynasties cannot. Sadly.
