Writing big English words doesn’t necessarily make you right I hope you know. You’re confusing military funding with operational structure.
Your original accusation was that the military gets the funds directly and that’s wrong. The War on Terror funds goes through the Ministry of Defence which is a GOVERNMENT branch. The military is not involved in any funding whatsoever.
As for Kargil, that once again was an operational failure of the government. While its true that the JSHQ plans everything, they need confirmation from the President. Under the Article 243 of the constitution, the President of Pakistan is the Commander-in-Chief of the entire armed forces while the Chief of Army Staff (COAS) is appointed by the President with the consultation and confirmation needed from the Prime Minister. During the Kargil conflict, both Nawaz Sharif and Rafiq Tarar bowed to US pressure to stop the advance towards Kargil - plus the game played with Musharraf on his return trip from Sri Lanka didn’t help matters either.

Actually no it doesn’t. Though its good you have come down a peg or two. So lets get this straight. JSHQ planned everything. Implemented everything. Left our soldiers bodies there to rot.
