The article is not clear on how much this money was for what.

Yes, the money was mostly for NGOs, not the government, for humanitarian efforts. US never accepted Taliban govt as “official” govt.

So what, US was the largest single donor of aid to Afghanistan under Taliban regime. Do you think Taliban government was not involved in disbursing this aid to deserving people?
