That's not workable. For that to work everyone who works would need a bank account, and Pakistan is not at that stage yet.

It's too difficult to collect direct tax in Pakistan. Too many ooportunities for corruption and tax dodging. Indirect taxation minimises the number of taxpaying entities and makes it easier to fully collect from them all.

Theoretically, with increased revenue collection, it should be possible for the state to fund relief or social benefits for the poor.

^ As I said it is just a matter of making it a requirement in 1 week and then for it to be enforced on an ongoing basis. Eventually people will have bank accounts.

Actually, I changed my mind. If people received pay by either direct bank deposit or by cheque, that would make a paper trail that could be followed.

Those without bank accounts could take their cheques to a cashing service.

he built a first team before he was elected to build some depth to the vision to indicate how it can work, he talked about his vision and how it will work ... much work needed to be done to finalize it, but he had the basic workings of it even before he was elected. The 'leaders' in Pakistan just have slogans, scratch the surface and there is nothing.

okay, in such an example, biggest question where will the funding come from?
do the masjids have power, let alone internet connections.
just so you know I supported pilot projects putting computers in schools in Pak, developing and recording curriculum and classes, provided as free DVDs to bypass the absence of broadband etc.

X2, You missed the whole point of the thread. It was not what can be done with the current situation. It was what I would do as a leader under the presumption that I would not be corrupt or incompetent, with an actual plan and the best people of Pakistan working for me. Everyone here is just describing their dream scenario. Thats it.

Plus then I would truly be a representative of the nation.
The nation can not expect an honest and effective leader until people at large are honest themselves.

and if you read my other posts in the thread, I did make points about not just what but that 'how' has to be thought, otherwise one can state anything regardless of how realistic it is. and it would be something like this

I would colonize mars, have olympics and world cup competitions, have top universities and research foundations in the world and top of the line electronics and automobile manufacturing. make eco friendly cities and make us the first fully green society.

When it comes to reforming the civil service structure or for that matter education reforms and tax reforms , are there any well known models from other successful countries which can be replicated? I mean why do countries sometimes spend so much on think tanks and the rest and not go for something tried and tested. For example I think I read somewhere that South Korea and china are supposed to have the best education system, you could send your team of experts there and then implement it in Pakistan. If ordinary pakistanis like us are thinking about theses issues, why can't Zardari and his team. Isn't it possible to take your kickbacks AND do some good for the country at the same time???
