I belong to a Sunni sect, and only contract or fatwa or whatever that I agree with is Quran then Ahadees. Plus there is no place for any fatwa if the order is clearly given in Quran and Ahadees. And this topic is covered in both in details, so the fatwa you found on the internet is wrong. (on internet, you don't really know who is behind the website so your argument is quite week).
I know you will never agree because this is also one of the 'QAYAMAT KI NISHANI' that there will be many ALIMS but no ILM.

I was quoting this particular fatwa because it comes from a reputable Syrian scholar. The right of divorce is part of classical fiqh. I am not going to debate this with you, but please feel free to conduct further research from reputable scholars.
