Maybe he is overemotional? There could be a lot going on right now in his life and it came to a point where he couldn't hold back his tears. Give him some time. If he cries at the drop of a hat, then yeah, I'd find that a little odd.

That is harsh. Judging someone after they cry just seems plain wrong, especially in this case where the issue is about marriage.
He is human after all and if the tears are genuine then it shows how much he cares. He clearly does not want to spend the rest of his life with someone else.
