nope, its not compulsory,important or neccessary to get admission in an institute for the preparation. All you need to do is practice at home. If possible spend some money and get the preparation kit which I believe is more than enough for you to get a good band.
But then again, you are the better judge of your abilities. If you think you would not be able to pull through on your own, then there is no harm in taking help.

app ki marzi = ussna tu 2 weeks university main classes li thi - zaroori nahin hai laikin it just gives u an idea of what is goin to com up in the exams
*just practice at home - speak the language = watch TV = prepare some of the questions - that helps alot - *

Best way is to speak English with your friends and taking a preparation course for IELTS isn't a bad idea either.
But it's hard to comprehend and get a command of language without speaking. Besides learning, speaking is quite essential as well.
One more thing, I heard TOEFL is a little easier than IELTS. Is it true?

I have heard that IELETS is much easier than TOFEL because fOr TOFEL , u need to work on the vocabulary ..Like GRE English Vocabulary...

IELTS have personal interview on top, but I guess toefl doesnt have that thing.
well having to do course for the test isnt that esential, my wife have passed 6 months ago with band 7 all she had done is go through the set of books and the cds.
but at the end of the day its all depend on you how confident and what level of english you are at present. goodluck.
