This is a controlled excercise with many restrictions (i.e. use of specific radars/missiles by USAF, and not for IAF). For example, the USAF was not allowed to operate the AN/TPS-77, which alone can change the whole scenario. Also, the USAF deliberately "lost" this excercise so that they could get newer, better aircraft. Shortly after the excercise completed, the congress approved multi-billion dollar contracts to Raytheon, LHM/Boeing, BAE, Northrop Grumman, and many other firms, to produce 100's of JSF's and F-22's (cost of 1 F-22 is over $100 million), which would replace all of the F-15's and F-16's in the USAF. These are funds that the congress never would've approved otherwise.
