NEW DELHI, Aug 29: Terror groups backed by Pakistan’s ISI spy agency could use chemical, biological, nuclear or radiological weapons against India, initiating a form of “super terrorism”, India’s Home Ministry was quoted on Friday as saying.

The ministry said in a report that with ISI spreading its networks in the country from Jammu and Kashmir to down South, active terror modules are mushrooming in Bihar, Assam and West Bengal where the sleeper cells have been assigned with specific targets.

The report said “super terrorism in this perspective can be defined as projected future use of chemical, biological, nuclear and radiological weapons by terrorist groups”.

The report said Indo-Nepal border in Bihar is being used for smuggling of arms, explosives, fake currency into the country, while the agency was focusing on Uttar Pradesh to fund madressahs and recruit youngsters for subversive activities.

South India too is an important part of the overall ISI game-plan since it is being targeted to recruit unemployed youths.

The report also mentions that ISI is trying to revive militancy in Punjab and was seeking to form new anti-India groups in the state.

While Maharashtra has been a victim of underworld gangs with strong links to the ISI, the report mentions that the Pakistan agency was also trying to use the underworld in Gujarat, using the coastal line for transporting arms and drug running operations.

The report also says that various insurgent groups active in Bangladesh are under the shadow control of ISI.

Terrorist may use aircraft, buses or other means which are commonly available to cause heavy casualties without having to go through the “rigorous” process of acquisition of technological capabilities as envisaged for the use of nuclear, biological and chemical weapons, the report warns.

i think we have a lot of shameless pakistanis who have bow downed to india... zadari being the leader for this trap.. first was about to reduce the military budget to almost 900 million Dollars, with in next hour india replays with a indication of budget increase to nearly 40 billion dollars, then for some reason he is on some one else mission to destroy pak army.. so that these shame less bast#$@ could get dont know what freakin justice from the army... and bring it down to its knews while india executes a proxy war on pakistan "which at the moment they are preparing for" and rip the pakistani guts apart while pakistani losers are caught worshiping indian culture on bollywoods films...

Have you not noticed the indian cultural garbage flowing into Pak soil through Pak's local radio channels, cable channels, TV channels who seem to be on a mission to inject the 'hindi' culture and language into Pakistani nation? What Paki authorities are behind allowing to deform the originality of Paki culture and provide it a new 'indian' look, face, feel, language? This been going on for almost a decade now as far as I know. Like some effort to make the new Paki generations would only look, talk, behave, act 'indianish'.

Has anybody else noticed that too or is it just me?

Last I remember Musharraf tried to curb that trend couple of years ago by banning all the cable operators releasing bollysh!t locally but some 'strong and influencial local factors' decided that they knew better and they desperately wanted all those channels back. There were even some roits against that decision. Does any one of us have an idea WHO those 'strong local factors' are who are on this mission to distort Pakistani identity through its' youth?

if it was only the Indian politicians that were saying ISI was causing the terrorist attacks within India, you may think there is bias. Why then would officials of high office from USA and UK also make such charges and that too in open press?

That ISI is the culprit is no longer a debatable idea and is a proven and accepted fact. What India needs to do about it is the question.

There is no such thing as an Indian identity, just like there is no such thing as a single Pakistani Identity.

Pakistani Identity is Baluch, Pashtun, Punjabi (Muslim) and Sindhi Identity, and India doesnt have a significant presence of these Identities in India.
Nothing about Pak Identity makes it Indian, apart from your extreme insecurity, since you have been ruled by Muslims for so long before the British came and liberated you.

Pakistani history goes back to the Indus Valley, so the only thing India can do is claim Pakistan as its own Identity and steal our history to feel important, and thats exactly what you are doing right now.

What does an indian know what a Paki identity is? Indians are illusioned into believing that Pakistani identity is the same as indian or such they try tp portray to the world and try to convince their paki counterparts in matters of their own benefit.

They (indians) try to come across as the most peace-seeking nation on earth. They're extremely diplomatic. It's their national trait. They stab in the back but they're always all smiles from the face.

Specifically, spewing and spreading hate and untrue versions of incidents from the history against Pakistanis in the international media and amongst world-wide figures of authority is the national duty of every indian abroad. Apart from that, the indian financed news and other TV channels have been successfully fulfilling this very national duty for the past many years now.

And apart from the regular indian news channels, it seems like BBC which is supposed to be BRITISH channel is also either bought by india or is too dominated by indian staff hence to broadcast the news of their own liking, i.e; as much mount of hate against Pakistanis as possible. No Ambassadorji, it doesn't. Because The evidence that the NATO commander handed to Gilani was not press cuttings but phone calls intercepted by US intelligence.

You assume way too much gullibility at all levels of US and UK policy makers and military if you think Indians working in media can sway them.

There is no such thing as an Indian identity, just like there is no such thing as a single Pakistani Identity.

Pakistani Identity is Baluch, Pashtun, Punjabi (Muslim) and Sindhi Identity, and India doesnt have a significant presence of these Identities in India. You statement itself shows what picture you have got about India.Dude ,Muslim rulers,apart from North and Central India ,they never had any impact on other parts of India.Especially in South,barring a few rulers and incursions,there had never been a consistent ,strong Muslim rule which was capable of making indelible impressions on South Indian life.Rulers like Hyderali and Tipu could rule this region but barring Tipu,who allegedly promoted forced conversions,nothing much damage Islam could do to South Indian culture.This quite evident of the fact that South Indian Muslim culture is influenced by Indian ways to a great extent.Once again Indian culture is not North India alone,it's a diverse gorgeous culture and Sindhio and Panjabi are just part of it.

Punjabi and Sindhi culture originated from Punjab and Sindh, i.e Indus Valley. While they might have been subject to influence by certain cultures from North India, they were in no way the same.

You cant steal the ancient Pakistani identity no matter how hard you try. We didnt start from scratch building a new culture and history in 1947, we continued our 5000 year old culture and history.

Now if you Indians want to steal that Identity is a different matter, and of course you will use 1947 politics in order to do so/
