I remember George in Gaarge ka Pakistan came across this behavior when he asked one of the guys who helped him up for tea and he politely declined. George later on learned that he was intentionally declining politely and if he had insisted he would have accepted.
How in the world do you know when the person is declining politely but really wants you to ask again or if they really mean it?

i know that but i think she has been persuaded by the other less charitable posters on that thread, so while your efforts are appreciable they're useless for me. come now, cough up the money, dont worry u wont have to insist.

The best thing about this insisting thing is that when someone who i find very annoying says no just cos its the first time I asked, I don't ask again :D Not even a second time. I just say okay . Haha. I love that.
