I’m cackling at this. I love how the point of the hijab is to make women look modest so they don’t catch the eye of males and yet it still happens. So much for that.
Then again, the OP of this topic is the resident teenage boy third string, so I guess I cannot fully call religious people out for this one. 
Every kind of female…even a disheveled hobo…will catch the eye of males. They can’t walk around with their eyes closed. However she’s less provocative if she’s moderately dressed compared to someone with all her bits n’ bobs spilling out. If you’re looking for something that’s thoroughly fool-proof, you won’t find it. But it’s common sense that some forms of apparel draw more of the objectifying/harmful attention than others.

Your last sentence is pretty hilarious when applied to Muslim-majority countries since the vast majority of women are walking around in ~modest clothing~ and yet street harassment (among other forms of unwanted attention) is still rampant.
