Agreed.
The easiest thing would have been to wait them out. Even if it takes a year, eventually people would disperse. In the mean time they should have worked with all sides to draft a constitution that took the needs of all groups into account. And then, after the constitution was established, hold elections and if the Brotherhood wins again, so be it, but this time they would have to abide by a constitution instead of making their own.
