Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

I am sure once again the government will do their utmost to protect the criminals as per the track record of present government. Public once again has become so insensitive to the corruption that no one will demand the resignation of the minister and face an impartial probe and court of law. No evidence will be produced against the minister in the court of law by the government prosecution to protect his corruption.

What kind of sham democracy is this?

LAHORE:
Railways Minister Haji Ghulam Ahmad Bilour has been named as an accused in a multi-billion scrap scandal, currently being investigated by the Punjab chapter of National Accountability Bureau (NAB).
On the orders of the Supreme Court, NAB initiated investigations into the alleged disposal, in clear violations of prescribed rules, of 39,000 metric tons of Railway scrap valued at more than Rs300 million.
The bare facts of the case indicate that the chief controller of stores, in connivance with different contractors, allegedly floated bulk tenders for the sale of scrap for the first time in the history of Pakistan Railways, to restrict competition and keep prospective bidders away.
The tenders had been awarded to the contractors, some of whom are considered to be very close to the railways minister as well as top ranking railways officials, on cheaper rates as compared to the open market, allegedly for the purpose of financial gain.
The alleged sale of the scrap had been made at throwaway prices in gross violation of the Public Procurement Regulatory Authority (PPRA) and departmental rules for embezzlement through misuse of authority by causing loss to the national exchequer, investigations revealed.
Investigations revealed that when the tenders were awarded, the rate of scrap was about Rs37,000 per metric ton, while the Pakistan Railways auctioned it for Rs28,700 per metric ton.
Earlier, the Federal Investigation Agency (FIA) had stopped contractors from lifting the remaining scrap from Pakistan Railways workshops.
Later, on the orders of Supreme Court, the case was referred to NAB to ensure the arrest of all accused. The case had been referred to the NAB Punjab from the Special Operations Division set up at the NAB Headquarters in Islamabad on December 19, 2011.
Following the Supreme Court’s intervention, the bureau has been able to recover Rs3.5 billion from the accused in account of 34,000 out of the 39,000 metric tons of scrap, sources told The Express Tribune.
NAB reluctant to arrest accused
The NAB Punjab had arrested five of the accused in this case, including former chief controller of stores Pakistan Railways Khalid Mohiuddin. Four arrested contractors including Zahir Khan, Khalid Noor, Shabbir and Shakil were, however, conditionally released after paying Rs70 million on account of about 4,000 metric tons of scrap.
One of the accused, then railways secretary Samiul Haq Khilji, had left the country immediately after the scandal was uncovered. Saeed Akhtar, the serving general manager of Pakistan Railways, who is also alleged to have been involved in the scandal and is included in the Exit Control List (ECL), still enjoys the most important post in Pakistan Railways, sources said.
The former chief controller of stores during investigations revealed that Bilour, Khilji and Akhtar had received Rs150 million in the scam.
NAB authorities are, however, reluctant to arrest any of the influential accused including the sitting railways minister, the former secretary and the sitting railways general manager.

NAB had summoned the general manager who recorded his statement but failed to prove himself innocent, while the former secretary did not appear before the investigators at all investigation revealed.
Despite recording Mohiuddin’s statement, NAB has so far failed to summon the railways minister to clarify his position.
Earlier, the FIA had arrested six Pakistan Railways officials and contractors wanted in the case. They were identified as Deputy Controller Stores Rashid Shehzad, Assistant Controller Depot Shakil Somro, Ward Keepers Ahmed Ammar and Younis Alvi, Senior Store Keeper Muhammad Iqbal and retired Assistant Controller Aslam Khan.

Re: Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

No no no, this is false accusation. Railways was destroyed by mardood Ziaul Haq, it was a great job done by Bilour sahib to have facilitated the sale of scrap, govt was able to make money on scrap. CJ/SC simply is against PPP otherwise this sale of scrap was a huge favor to the nation.

Re: Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

First of all don't create sensation on this news. The fraud is 300 millions and news heading is quite misleading. People involved have been arrested included former CCS (highest official in stores branch). Most of the amount has been recovered. GM have been put under ECL and if case processed he will face the charges. These are only allegations and needs to be inquired. If found guilty, minister and GM will be punished. I don't know why you are creating this drama? You just find any news which can defame present PPP government at any cost. Isn't it?

Now tell me which haram khor ever been prosecuted in Pakistan in other governments for stealing billions since 1947?

Re: Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

As usual, someone is on damage control :)

Re: Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

LOL... and since 'others' have been haram khor, it is the right of PPP to be corrupt.

Re: Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

Jab TV Pay aa kay kah diya corruption humara haq hai.... aur party nay bhee bura mahsoos nahen kiyaaap loog koon see zaban samjhtay hoo?dou char din baad phir corruption ka rona ronay lagtay hoo

Re: Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

No I never say that. Being a Muslim you should see haram with same eye. Don't close your eyes when some one else is eating khanzir.

Re: Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

Selective reading, eh? Read what I highlighted above, pick smaller amount to appear it a smaller crime... btw Rs 300 million is not worth a news anymore? Since no haramkhor was ever prosecuted before, lets forgive Haji Bilour too, because after all he belongs to saint political party headed by angel Zardari.

Re: Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

Bilour does not even belong to the saint party, although he is part of the cleanest government Pakistan has seen in its history.

Re: Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

Right my bad, he belongs to 2nd saint-est party :D

Re: Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

Does Bilour have connections with bus transporters in the country?
I am wondering because bus transporters already destroyed Karachi's local train system, and now Bilour is doing the same with the whole country. If railway goes down then bus transporters will benefit greatly.

Re: Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

You have hit the nail in the bud. Bilour is closely connected with transporters in Karachi and elsewhere in Pakistan. Those transporters will get all the business if PR goes down. That is one of the reasons the transporters in Karachi have always opposed launching of the mass transit system for the city. Everytime the project is highlighted its put in the back burner by these tranport business owners who have connection with Bilour. BTW, has anyone notice Bilour's face looks like he's high most of the time, specially when sitting in NA session and his face looks like a Papita that has come under a truck.

Re: Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

Karachi's local train system?

Re: Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

KCR. Karachi Circular Railway.

Re: Huge fraud in the sale of railway scrap; ANP Railway minister Bilour accused..

Ok the revival plans of KCR according to wikipedia are around 2050, and if PPP remains in power and the establishment keeps interfering in their good governance I guess we should expect it by 2250.

Karachi Circular Railway - Wikipedia, the free encyclopedia

Karachi Circular Railway (KCR) is a revival and proposed Mass Rapid Transit System for Karachi, the largest city in Pakistan with aims to connect several industrial and commercial districts within the city and outlying suburbs. The system will consist of a loop line, encircling the entire city of Karachi and is expected to carry around 700,00 passengers a day when completed.[SUP][1]](http://www.paklinks.com/gs/#cite_note-0)[/SUP] Due to a lack of money, current plans are to revive this transit plan somewhere around 2050.
