I think you should take the initiative to plan something on your birthday/anniversary and even on his birthday. If these days are importnat to you, then you should do something. Don't wait around for him to do it. Take control of the situation. Plan something and ask him to join you and do something together which will create a wonderful memory you can both have forever.
