Music is music as in anything to do with instruments excluding duff.. so yeah music will include qawaaliaan. 
as far as my little knowledge goes.

I think the role of the state should be facilitating the practice of religion, not imposing it. How much a person takes his religion seriously should be between him and the god.

Islam takes that stance as well. That is why you will not see any penalty prescribed by Quran or sunnah for not praying namaz , for not performing hajj if you can afford to go for it or for not reading Quran , or for not doing tasbeeh of Allah, there is no penalty for paying zakaat if you are ahle nisaab.. That is true spirit of free will.

Islam has penalty for crimes against humanity and punishment for many , many things , but there is no punishment for not following these basic pillars on which the foundation of religion depends. There are some specific ahadees against music but there is no penalty for those who indulge in music.
Personally I have my doubts against authenticity of those ahadees though first of all if music is such a bad thing why there is no specific prohibition in Quran and there is no penalty prescribed in ahadees for those who enjoy or play music.

I agree with most of your post but this part i dont. There is a cure to ignorance and it is education. Educate the masses, make basic school education free, build new universities, invest in research and development.
It will take some time and if some one says there is some choo manter quick fix, they are lying.
Because it was us who invented opera and European Classic Music + dance too… but too bad people of cave don’t have any idea…

I have one word for such situation .. CAPPELLA
Its a very famous form of singing style in western music which does not require any musical instrument. In fact its developed by Old school Christians to sing religious/church music cause they thought of musical instruments as non religious thing.
I am surprised that this style of singing did not catch up in Islamic culture.
