engineering or scientific excellence cannot happen in 4 or 5 years....according to me it takes atleast 1 generation. What USA, japan etc have achieved in terms of technology, they had been doing it for quiet some time. Besides china is doing big in automobiles not just because of their hard work, but also mainly because of outside help. We should see chinese companies colloborating with foreign multinationals like GM, Toyota etc which are usually japanese, american and german companies.
