non-Pakistanis means anyone that isnt Pakistani. Not only gori chamree walay but all other types too.

I have a funny/sad story to share. My friend who’s from Pakistan went to vacation in the Carribean and when one of the locals asked her where she’s from she said Pakistan. The guy didn’t speak too much English, so he says:
“You mean where they go boom?” (or something like that)
How sad is it that some random guy living in a country so far removed and nothing to do with Pakistan associates Pakistan with bombs that go boom

It is an easy one. Unless they have interacted with some nice Pakistani as a co-worker , neighbor , customer, student , teacher, patient etc , they will have nothing good to say about them.

Those who hold onto stereotypes and judge on the basis of nationality are ignorant people in the sense that they've got no clue of the Pakistani culture and have never interacted with the Pakistani people. The minute they meet someone face to face, all the politics and the baseless generalizations go out the door and all they can see is that one individual. It's a nice reality check for them.
Our own people back home are quite ignorant about the western culture and they too hold onto stereotypes about the people living in the west. This is because they've never been to the west nor have they interacted with a westerner. Same applies to the westerners who've never bothered talking to a real Pakistani person and spend all day dissing internet users.

Perception depends if non-Pakistanis know some Pakistanis personally or just knowing about them through media.

I think perception about Pakistan varies greatly between educated, well travelled and the ignorant not so well travelled people. Also it depends how politically aware they are about the world.
