Alright so i write a note and i place it on her car windshield wiper and she comes and reads it, first of all should i write my name? secondly even if i write my name on it, she will not know who i am unless she sees me because she does not know my name.

You need to gather the courage to talk to her. Seriously, if you can’t then maybe you can talk to a friend of her’s to talk to that girl.
If you can’t do anything then i’m sorry. I’m going to sound really harsh but just forget about it.
Avoid her for some time and see if that helps

Alright MKD and glam gal i will follow your advice. I will ask a friend to talk to her and also bump in to her. I have to pluck up the courage and talk to her, somehow!
