Jonathan Swift was of the view that clothes are a mark of one’s hypocrisy, as they hide the angularities, hairy and ugly parts. So even if you do not go by that philosophy strictly, a dress is as good as it covers you in a respectable manner. The rest is all about your standard, level, strata, and your consciousness about it.

key word is respectable.
I read it as at minimum it should be appropriate for the time and place
what that is thus.. varies..by time and place
