Pakistan was created so that all of the large Muslim population in India did not end up being a perpetual minority in the independent democartic India - as in democracies, majority rule.
Pakistan was supposed to be comprised of the ‘Muslim-majority provinces’ including ‘all’ of Punjab and ‘all’ of Bengal.
This would have included the parts of the two provinces with large non-Muslim populations.
The idea was to have a balance/parity of population/demographics in the two new democratic states of India and Pakistan.
With both countries containing large minority populations.
That way, there would have been a stronger/larger non-Muslim minority in Pakistan and it would not have been an exclusively Muslim state.
Of course, various forces did not let that happen and a truncated/weaker Pakistan came into being.
Most of the bloodshed at partition was also caused by cutting up of the Punjab and Bengal provinces into halves.
