Wearing high heels by Muslim females will it be counted as attention getting gesture and should be avoided while in public and be confined to home only ?

It's uncomfortable.
It's bad for your posture. (So while you're happy being taller, it's actually taking some inches of your natural height)
It's bad for your feet.
So all in all it's hazardous to your health.
