Since the end of the last civil war 1973-77, Balochistan as a whole has
been spared the bloodshed, terror and brutalisation of civil society
witnessed in Sindh and Punjab until the recent rocket and bomb attacks
over the past few months. From all the reports appearing in the press,
the local administration and security forces seem to be at a loss as to
the identity of the perpetrators. This confusion is a reflection of the
apathy of the internal security agencies towards law and order in a
province that has seen four civil wars.

The genesis of these civil wars lies in how Balochistan became part of
the newly created state of Pakistan in 1947. The first two, 1948 and
1958, lasted a few months and ended in surrender of the nationalist
groups along with the incarceration of the then Khan of Kalat, Ahmed Yar
Khan, under house arrest in Lahore for 15 odd years until a few years
before his death. The surrenders were brought about with oath on the
Holy Qur’aan by then Colonel Tikka Khan, later General, to right the
wrongs perpetrated on Balochistan by the federal governments. Nawab
Nouroz Khan, leader of the 1958 resistance, died at the age of 90 in
Hyderabad jail. Six of his companions, his sons and nephews, were hung
until dead in the same jail. His son tied a copy of the Holy Qur’aan
around his neck on the day of his hanging asking for it to be hung along
with him as it was on its oath that they had surrendered.

The third civil war lasted six years from 1962 to 1968. Only two battles
of any note took place in these six years with heavy losses on the
paramilitary side and victories for the Baloch. The Baloch did not
suffer much in terms of human losses but lost a huge number of livestock
(their mainstay economic activity) through bombardment. The fourth and
last civil war, 1973 to 1977, was the bloodiest in terms of human and
economic terms. The army and paramilitary forces engaged in this war
numbered around 80,000 men supported by Iranian helicopter gunships,
armoured vehicles and mortar artillery. It was the first civil war in
which the elite SSG Commando units were also sent into battle. Against
this the Baloch resistance fielded some 1,000 guerrilla fighters at any
given moment with antiquated second world war weapons like the Enfield
.303, hunting rifles and locally made Darra rifles. It is estimated that
the government forces suffered nearly 5,000 casualties while the Baloch
guerrilla forces suffered 1,500 casualties, both combatant and
non-combatant.

The scale in which modern weaponry was used in this civil war forced
some 7,000 families to seek refuge in Afghanistan where they remained as
refugees for sixteen years until their return to Balochistan in 1992.
These wars were the result of political and economic mismanagement by
successive federal governments in their relations and resource
allocations to the smaller (in terms of population) provinces of
Balochistan, Sindh and NWFP. The tribal setup of Balochistan, with some
radical nationalist Sardars, Nawabs and an armed population was always
in the forefront in demanding equitable provincial rights. Instead of
acting in a patriotic, nationalist and accommodating manner, all federal
governments have resorted to repressive force to quell their aspirations
of identity as Pakistanis, economic progress and a standard of living
equal to that of the other developed areas of the country.

With dismal education and economic standards, shackled in an oppressive
tribal system, the general public still has no say in the political
affairs of Balochistan and have to depend on their Sardars, Nawabs and
influentials to represent them at the provincial and national levels.
Historically, the institution of Sardar was democratic and was elected
from any section or family of the tribe whom they felt could best
represent the interests of the tribe. It was British colonialists who
converted this institution into a hereditary one and thus contributed to
the emergence of an oppressive, repressive and exploitative institution.
In the light of this development, some Sardars and Nawabs took on the
role of representatives for the whole of the Baloch nation. Thus formed
the ruling elite of the Baloch who, following in the footsteps of the
national ruling elite, indulged in corruption, repression of their own
people and used their people’s armed power to serve their own self
interests, aggrandizement and projection.

This was the situation in the 1970s when a few young educated people
from Lahore and Karachi were invited by (then) radical nationalist
leaders of Balochistan, Nawab Khair Baksh Marri and Sher Mohammed Marri,
to come into their tribal area for social work. These boys not only made
significant contributions in the armed resistance from 1973 to 1977 but
also made another vital contribution in raising the awareness of the
people to the exploitative nature of the tribal and Sardari system. It
is because of this awakening of the people that has led to internal
tribal conflicts between the Sardars and their tribal subjects. These
conflicts are epitomised in the ongoing conflicts in the orthodox Marri
and Bugti tribes. In the Marri tribe, the conflict has its beginnings in
the refugee camps in Afghanistan when the Bijarani sections led by Sher
Mohammed and Mir Hazar Ramkani began to question the role of Nawab Khair
Baksh Marri, Sardar Ataullah Mengal in the 1973-77 resistance war and
the aid that they had purportedly received from various sympathetic
countries and sources for the war effort.

This falling out between the Bijaranis and the Nawab split the tribe
into three factions, the pro-Nawab and anti-Nawab factions and those
that remain neutral. The Bijarani section is the majority of the tribe
constituting nearly 55%, while the Gazainis number around 30% and the
remaining 15% are the Loharanis/Sheranis. Nawab Khair Baksh belongs to
the Bhawalanzai subsection of the Gazainis. The position of the Nawab at
present is very precarious even amongst the Gazainis as most have turned
away from him due to his stance against any economic or political/social
development for his tribe. The Bijaranis on the other hand are trying to
cooperate with the provincial and federal governments to develop the
areas that fall under their control. They have invited the oil company
that holds the lease for their area (block 28) to come in and explore
for oil and gas. On their own they have begun to mine coal from the
Kohlu area against the wishes of the Nawab. The Nawab allegedly
retaliated by having one of the coal transporting trucks attacked in
which one Pathan was killed and some others injured. The mining
operation continued with the Bijaranis providing security to the coal
transporters. Subsequently the murder of Justice Mohammed Nawaz Marri, a
Bijarani, was committed a few months ago. The local authorities arrested
Nawab Khair Baksh for allegedly instigating this murder. The Nawab’s
sons are also wanted for interrogation but are absconding.

It is a known fact that Nawab Khair Baksh and Sardar Attaullah have
nurtured the dream of a greater Balochistan for decades constituted by
the Baloch areas of Afghanistan, Iran and Pakistani Balochistan. It has
been reported that a hitherto undeclared Balochistan Liberation Army is
claiming responsibility for the recent bomb blasts and rocket attacks in
Quetta. It is also noteworthy that ever since Nawab Khair Baksh has been
under arrest that these bombings have taken place periodically and their
frequency has increased. Is there a connection keeping in view the
history of the four civil wars, the dream of a greater Balochistan, the
attacks on the Bijaranis opposing Khair Baksh, the murder of Justice
Marri and the emergence of the Balochistan Liberation Army? These are
the questions that the investigating and security agencies have to
answer in order to unravel this dangerous situation and stop it from
escalating.

The federal government too needs to play a positive role in
de-escalating the tension between the provinces and centre, while the
provincial government needs to patronise and help the forces that are
demanding development and groups that oppose the dismemberment of
Pakistan. Only by a concerted effort at both the federal and provincial
level, the feelings of deprivation, discontent and marginalisation of
the people of Balochistan can be obviated. Royalties, duties,
development surcharges and other levies owed to the province by the
centre must be paid. Development work should be carried out in the
fields of infrastructure development, water for irrigation and drinking,
education, health and productive economic activity.

One has to look at things fairly in politics: Bugti was and is a fickle man, he was pro Pakistan for most of his career even serving as Minister of Defence in 1957-1958...after that he was charged with murder and served most of his time in the 1960's with the threat of death hanging over him. Finally released..in no small part due to ZAB..he closely associated himself with the National Awami Party..he fell out with them again in part because of his fickle nature..he then joined the PPP and turned on his friends and colleagues quite brutally leading to their arrest in a farical tribunal. Still despite his fickle and often cruel nature he was not a murderer..and turned down requests by PPP supporters to kill opposition leaders.

Again in the 1980's and 1990's he served as Chief Minister and started advocating full provincial autnomy..his deal with Nawaz Sharif collapsed because Nawaz allowed the process to die..then Bugti buried the hatchet with friends like Mengal and formed a provincial government in 1997 with them..after the death of his grandson I believed..he wanted to punish an opposing tribe and again turned on his friends allying himself with the federal government...

Mengal: A different breed of politician, he did much good in his brief stint as Chief Minister setting up the first Medical college and University in Baluchistan..but he tended to be influenced by his radical friend Marri..but on his own Mengal would be satisfied with Baluchistan getting a proper autonomy and a fair deal in the federal government.

Marri: The mercurial man..stubborn to the core..to the point of being consistent. He is known for opposing rarely for agreeing..he used to talk down to ZAB..so that says a lot about him..I believe he still a die hard communist..

Bizenjo: A non sardar man..close member of the BSO..a card carrying communist he flip flopped a lot during the 1970's clash with the Army..always preferring the class struggle over peoples rights and remained close to the PPP for a long time..a self made man he's inspired the anti sardar movement..died in 1990 i think?

Pakistani crackdown seen sparking Baluch backlash

QUETTA, Pakistan (Reuters) - Tribal rebels are suspected of planting a bomb last Sunday that killed 13 people on a bus, in retaliation for an ongoing army operation against them in southwestern Pakistan, a provincial police chief told Reuters.

The security situation in Baluchistan, the most westerly of Pakistan's four provinces, has been deteriorating for the past year, and worsened further after a rocket attack in December during a visit by President Pervez Musharraf to Kohlu town.

Baluch nationalists say hundreds of people have been killed during a subsequent crackdown said to have involved helicopter gunships, though analysts say this could be an exaggeration.

Police chief Chaudhary Mohammad Yaqoob told Reuters in the provincial capital Quetta that militant camps had been destroyed, but more were being established across the border in Iran, although it is on the opposite side of the province from where the tribes suspected of causing most trouble operate.

"We have destroyed over a dozen of their camps inside Pakistan, but we have information that they have set up two new camps in the hills on Iranian territory," he said.

"We will soon inform the Iranian government." **

Sunday's bus bomb, if it was carried out by tribals, would mark a change in tactics, as previously rebels have targeted military bases, train lines and gas pipelines as part of their long-running, low-level insurgency.

Yaqoob said 25 suspects had been detained in an investigation focussed on supporters of Nawab Akbar Bugti, a tribal chieftain who wants the government to pay more for exploiting gas fields in his area.

"We are interrogating them, and we have evidence that they have carried out the attack," Yaqoob said on Wednesday.

Photographs of Bugti outside a cave hideout were published in Pakistani newspapers last month.

Yaqoob said Bugti's group has forged links with the Baluch Liberation Army (BLA), whose fighters are drawn from the Marri tribe based around Kohlu.

Bugti, a former chief minister and governor of Baluchistan, has in the past denied any links with the BLA.

Baluchistan makes up more than 43 percent of Pakistan's total land area, but only accounts for close to five percent of its people.

Baluchs complain of a lack of political representation and resent their land's resources being used to benefit Pakistan's other provinces, most notably Punjab.

"The (bus) attack was a fallout from the ongoing operation in Dera Bugti. They are desperate and they are targeting people belonging to Punjab," said Yaqoob.

The bus, bound for the Punjabi city of Lahore, had travelled 60 km (38 miles) from Quetta when the bomb exploded.

Eight more people were killed last weekend in rocket attacks around Dera Bugti and Sui, 290 km (180 miles) southeast of Quetta. Sui gas field produces 45 percent of Pakistan's gas.

An Indian official last month urged the Pakistan Army to use restraint in Baluchistan, whereupon Islamabad accused India of funding the rebels, which India denies.

On Monday, Baluchistan Governor Ovais Ahmad Ghani repeated the accusation against India, but added that the rebels were being armed by Afghan warlords and drug barons.

Baluchistan's political equation has been further complicated by an influx of Taliban fighters, who fled Afghanistan after U.S.-led forces overthrew a Taliban government in late 2001.

Sir you are wrong Iam a baloch belong to mengal tribe here as you mentioned about sardars you are absolutely wrong especially on mengal and marri's. sardar attaullah became cheif minister for 8 to 9 months but in this short time he built the first medical college of balochistan bmc,the first engineering university khuzdar engineering university,the first university balochistan university,the balochistan board office in quetta,the polytechnic college in quetta and some people says he also passed the bill of balochistan agriculture college within 8 months he did all this. so this is development which we need not the army cantonements for looting our resources. we are not that much stupid as federal government considers us we know everything about govt and sardars.from the last six years musharraf is saying balochs are progressing and we are finishing gwadar project, kechi canal etc. he is only interested to loot baloch resurces. here you talked about jam yousuf for your information i told you tht he has no value here in balochistan everybody consider him the spokesman of pak army.you talked about baloch development see here our development

son of sardar attaullah mengal asad ullah mengal was killed by pakistani army in 1975.he was almost 26 years old. first army officers kidnapped him from karachi and then they killed him and buried him in a place which anybody does not know.after 32 years his father sardar attaullah mengal does not know where his son is buried. and now sardar mengal's grandson the nazim of wadh his name is asadullah mengal.

This cycle of kidnap+murder is the worst kind of offence against people of any region. My prayers for Sardar Mengal and his son.

While we are at it, please do not forget the Frontier Constabulary (FC) men. Those poor folks are just doing their duty. Nothing will come out of their torture and kidnapping either.

Baloch people must realize that majority of law abiding Pakistanis do not want any harm to innocents. Pak Gov. must stop the killing and this should result in end of hostilities against national infrastructure.

What we need is a large scale development by joint groups of Balochi Sardars and their Punjabi counterparts. Let’s build toll roads and let Sardars get a portion of the toll tax. Let’s build more universities in Quetta and other parts of the Baloch state. Why the heck we do not have LUMS number 2 being built in Balochistan.

I urge Sardar Bugti to give out a portion of his land to the university and associated schools and colleges. If he appeals for funds for this university, I’ll be the first to send out money.

Let’s live in peace and let’s develop our infrastructure, and educational institutions. Pak government must stop kidnap and torture of Balochis. And Baloch nationalists should (at all costs) avoid hurting FC or policemen.

No independent source or government source in the world believes PA carries chemical weapons!

And attacking installations, rocketing electric towers that provide electricity and other services to an already low-developed province is just plain stupid.

May be he is. may be he isn’t. Every leader in Pakistan wants to be a “forceful” ruler. Isn’t this what we read in our Khilafat Rashida stories?

Let’s check on some other leaders such as Altaf Bhai. Isn’t he a “forceful” one? What about Qazi-ul-Quzah sahib of our JI. Isn’t he a forceful one to bring his goons for the cartoons and burn the heck out of Lahore?

So please avoid sending curse words the way of Bugti just because he doesn’t belong to your clan or tribe.

These insurgents are fighting a typical hit and run type war. Regular armies always have trouble fighting such wars. What about our fighters in Kashmir? Aren’t they fighting behind women? or these Baghdadi goons of Iraq. Aren’t they fighting behind women. Here is another one for you. The hummus Hamas braves are also fighting behind women. Israelis tell them exactly what you are saying to Balochis. Come out and fight like men.

Again avoid these macho statements and let’s get down to the details of how to improve Balochi situation. Number 1 solution is to lay down Motorways network through the place. 6 lanes all the way. Doesn’t matter if we have big cities there or not. Just put the motorways. Allow poor Balochis access to hotels, gas stations, and little cafes. Give Bugti a 25% share in the toll revenues. He will make sure the roads are safe so he could make more money. Believe me they will quit fighting.

here we go into clans. I dont give a monakies to which clan they claim to belong to. If you want to put people into groups thats your fault. Altaf is hiding like a dog, the other wankers who break the law should be arreted or if attacking the army bombed.

Why should the people of Pakistan pay a ******* like bugti. he doesnt own Balochistan last time I looked it was part of Pakistan. I'm not saying they shouldnt get a fair part of national GDP or revenu from gas just not to wankers like him who claim to be leaders. We are building projects just look at how much economic revenue and infastructure Gwadr would bring but they have a problem as usual - they wont be happy until you buy bricks off Bugti and have his builders working on the project all making him $$$. Gwdar will give roads, electricty, money and people in.
