Not necessarily. I saw plenty of burqa-clad women in Lahore. I’d say 80% of them were in abaya/hijab (lets say 90% of THOSE were made up of my own relatives )

Burqa clad is rare, I don’t know where you went but I honestly don’t see many burqas everyday. I did not include hijab in this btw, my mum for example wears the hijab but she doesn’t wear a burqa.
