I really do not understand the context here. The interviewer asked a stupid question and got the answer it deserved. If people are so badly wanting to leave, let them leave. Nothing can stop them.
Rather i would say his answer was good enough. For that matter remember Mushy. He said people fake rapes to leave the country. Is'nt this answer better than his.
