diwana - where did you get these points from? Haq Mehr is none of these things, it is simply a marriage gift - as you later say, a religious act and an obligation.
Yes it may provide financial security but its purpose is not that, hence there is no reason to setting it accordingly (enough for the wife to live on for 6 months blah blah).
