some times you dont want to kill some one you just want to pass the signals. ISI has succeeded in their job, all media is standing behind them now. There will be no reporting on their excesses in Baluchistan and other areas for a period to come.

Here the “signal” could’ve been sent by just planting a bomb, or few shots on the car (not himself), but ‘injuring with six bullets’ does not look like ‘signal’ to me.
