Sorry for the late reply, just didn't check in since my last post.
FG, for the quantity of sooji given, I find that adding between one and a quarter to one and a half cup of water works out just fine. The halwa is neither too dry nor too runny.
You know, this idea of adding milk... How about if you try a mixture of water and milk? Say, one cup water, half a cup milk? Guess you'd have to be extra vigilant about stirring, right? I have never tried it but if you do, let me know how it works.
One more thing, I start at medium heat and cut down to medium low after a while.
