The concept of modesty is natural to human beings, that’s why you’d see even non-religious or atheists who are modest and believe in modesty.

Religiously speaking, modesty is part of faith.

I don’t know what you mean by “not even test the water”…does it mean not even showing your face out of modesty and haya? Who knows, if someone covers her body and face with that intent it might be written as a good deed for her.

I don’t think that’s true. There are plenty of tribes in the amazon as well as in Africa where women walk around topless and it’s not considered nudity. The concept of modesty is probably cultural.
