Divide 4 into 15 provinces.
To stabilize and develop Pakistan government should consider creating smaller multi-ethnic based provinces. The four provinces, FATA, and northern area will be divided into 15 small provinces. Divide FATA into 3 smaller provinces. In reality this will make the federation more balanced and address the grievances of smaller provinces against Punjab. It will also elimination the dominance of MQM in Karachi and dominance of Jeay Sindh Qaumi Mahaz (JSQM) and PPP in Interior Sindh.
It is vital for Pakistan to have more smaller provinces, which can be governed by the local government, this will not only stabilize the country but also help develop faster. Each province will get it share of representation in federal government.
Punjab, FATA, NWFP will be divided into 9 smailler provinces. I am suggesting we change the name and give them new names.
Lahore, Multan, Faisalabad, Abaseen, Khyber, Asqalan, Azeemabad, Rayhan, Kufa.
Sindh and Baluchistan will be split into 6 provinces.
Mansura or Hydrabad
Qasimabad
Gawader
Lesbala
Suleiman
Kalat
District is one thing. Province is another. How about giving more resources to Districts and micromanage them, where someone is directly in-charge. And there's someone he/she has to answer to. Check n Balance if you will. Reward if they spend the money on projects, and deprive them if they lack in performance. That will directly reflect on being chosen for a second term. I think that'll be more effective. It'll do much to filter our lousy local political bodies (Nazim, etc)
Pakistan is relatively small country. We don't need more province - that will not solve any issues - but will only make the matter more complicated.
What we need to concentrate on getting the TERROTRIES under Pakistan Government. There are many many areas that are Classifed A,B,C and although shown in the maps of Pakistan are not under Pak'z jurisdiction.
It will resolve majority of the problems. There are so many questions were left unanswered for 50 years, FATA, Northern Area, undeveloped Baluchistan. Create more provinces, distribute the resources to all the provinces not just one. Remove landlord (zamidar,wadara,choudary) system.
Re-organize the political system, 4 main party system, parties should be based on non-ethnic base but can be religious but no sipa-e-Sahabe kind of party. For example:
Pakistan Social Democratic Party
Pakistan Awami Tehrik (Urdu: پاکستان عوامي تحريک) (Pakistan People's Movement) Awami National Party (should be open to all Pakistani)
PML (Should only be one party, NO N or Q or F)
I don't want PPP because Bhutto and Zardari think that party belong to them.
If we divide into more provinces then each province should have more than one metropolis. I think 15 might be too much though 12 maybe be a better number. Basically divide each province into three more provinces. Each province should encase some sort of stength though like textile, particular type agricultural products, tech savvy, steel production, leather production, cotton, etc. Each province should have some kind of an economic scheme. Fasadi Mullahs should be put to hard labor.

It is kind of retarded if you think that Pakistan is small country and doesn't need a smaller provinces. Afganistan is about the same size and it has 25 provinces and Thailand is smaller than Pakistan and it has 75 provinces.
We need to break/eliminate the MQM and JSQM and other political parties based on ethnicity. We don't want Pakistan to become like Balkans. We don't want Pushtunistan, or Sindhudesh movement sweeping across Sindh and Jinahpure/Jinnahabad MQM movement in Karachi and Hydrabad.
I too would rather all these stan's and desh's disappear but that could happen if we solve the problems. In a way I have some positive views about the smaller provinces but will smaller provinces still be ignored and left out compared to others??
We need to merge all 4 provinces into one and make the local bodies more independant and functional.

Do you know how hard will it be to run a country that big as one.
The whole point of having smaller provinces so it will be easier to develop the country. Less then 10% of people live in big cities, we need to develop the whole country not just one or 2 cities. If there is problem in Karachi becaise of riots or public strike the whole country suffer why? Because Karachi is the only port city.
We should have developed Sonmiani, Ormara, Pasni and gawader long time ago.
Thailand is smaller than Pakistan and it has 75 provinces and it is one of the fastest-growing economy in Asia.
