All girls are good. Those who are bad in a good way and even those who are good in bad way. :-)
Fundamental problem here is labeling someone after seeing their act(s) from outside.
But there are tell-tale signs for someone good or bad people have relied upon.
These signs change with time, place and culture.
(Judgmental people are everywhere just to clarify)

Let me try to define a “good girl” 
A good girl is someone who has the following qualities:
A girl must have atleast 3 of the above qualities to be considered as a “good girl”. 3 out of 5 qualities are just enough, rest 2 can be negotiated ;). As you all know, no one is ‘perfect’.
Girls who also have the following two qualities, as well as the one listed above, are considered as “extremley good girls”.
Now, girls who don’t have atleast 3 of the above qualities, are the girls considered as “bad”, in my eyes. This is how i define a “good” & a “bad” girl. Feel free to disagree.

it mean those who are not much religious like they don't offer prayers five times in a day, they don't covered their head or fasting etc... they are not considered as a good girls? i don't agree

Cb you will see 50% girls who don't offer five time prayers, they don't covered their heads, but if they are obedient to their parents and respect the value of their family it means they are not good?

yes they are good girls .... surely they are good girls ... The best ones are the ones that have the strongest takwah ... that goes for not only the women but men as well .
I think in today's times its very hard to judge anyone really ... people have become
very double faced ... plus everyone has their own version of "good" .. despite the fact that islam gave us a clear answer to this question , which i stated above.

Are we talking about good or bad girls or whether she’s high maintenance or not.
