3 days is too damn short!
1) How will be the weather?
Will be awesome in March! Warm enough to swim in the ocean but not too warm so that you can go outside.
2) Any good thing to see except, roads, sky scrapers, malls ?
Desert Safari is a must. A trip of the other Emirates can also be done Fujaira is beautiful. The BEACH! Free beaches are clean and nicely accessible try the one at Jumaira close to all the big hotels.
3) Any Museums, cultural, religious sites?
Sharja has an awesome Islamic History museum (google it or get a guide book) Bastikiya has festivals going on all the time a good place to spend the evening. Old Souk, Textile Souk and Deira are nice for shopping but you might not want to do much of that since shopping will be cheaper in PK. For a smilar cultural experience try Madinat Jumeira its a recreated old Arab style bazar.
You may want to drive up on the palm and check out the Atlantis hotel, it wasn't my fav. part of the whole trip but its a thing to do.
4) Restaurants/Bars for middle eastern specially UAE food ?
I personally love Khan Marjaan in the Wafi Mall its got all kinds of arabic food from every region of the mid-east. since you are short on time might be cool!
If you can only go to one bar check out 360 by Jumaira Beach Hotel, its got not cover and if you don't drink it can be pretty cheap night , they have sheesha which is reasonably priced and food is not out of control either, just the alcohol is really expensive. But the views of the Burj are amazing and the music and dancing is pretty nice.
5) Whats the Kharacha (money) apart from hotel for three days, mid/splurge ??
If you are going to splurge make a reservation at the Burj for High Tea or Friday brunch Kharcha around $300 a person. Or make a reservation at one of the bars or restaurants at the Atlantis so you can see the inside of the place. The only area open to public is outside the actual hotel. Hotel depends if you just want to rest your head you can pay as little as $100 a night.
6) Whats the best way to go around, hire a taxi, public transport, subway????
I doubt the subway will be done by March, taxis are not bad, make sure you get a metered taxi, flat rate taxis are not illigal and people will try to charge you 20 AED for a 6 AED fare! When I went we drove a relative's car with GPS totally easy to navigate and makes life much much easier, so if you can rent a car I'd highly recommend it.
