Surah 4 AL-NISAA-The Communities and Administrations
Like the surahs before this the name of this surah is also chosen due to subject matter it is discussing. The main thread in this surah is organisation of people as societies or communities. Since the human organisations are essentially three things the communities, the administrations and the institutions hence the name of this surah is AL-NISAA. This surah explains how people ought to be organised in to communities, administrations and institutions ie managers, managed and institutions. An organisation can have horizontal or vertical or both the structures. An organisation can have predecessor, successor, parent, mother, daughter or sister organisation connected to it. A group can also have brother or sister groups. The organisations could be closely related or they could be distantly or remotely connected.
Once a people come together as a community, social relationships are established eg as parents and children, doctors and patients, teachers and students or work colleagues or partners etc etc. This is how social structure becomes defined for political and legal reasons for assigning legal responsibilities and legal rights of people regarding each other. Not only that but, institutions are also set up as part of organisation in order to help organisation carry out its functions as needed by the community.
It is very important to realise that the Quran is not starting with assumption that there is already an established Islamic state. It is educating people from the very start. It is telling people how to come together and organise as a community and then keep on expanding as a community till enough people have joined the community to declare the land an Islamic state and then transfer or transform the community organisation into an Islamic state administration. In other words Quran does not want people to live as isolated individuals and that is because that way humanity will not make as much progress as it will if people stuck together for beneficial purposes. Individuals become more motivated when they are part of a lively community and together people can move mountains which individuals cannot.
The Quran started with over all context of the Quranic text and then took on the subject of divisions and unity and then moved onto importance of people to form communities. Now it is talking about essential for organising people.
Proclaim! In the name of Allah, the provider of psychological, sociological and biological needs of mankind,
1) O mankind! Be consistent with program, constitution and law of your Creator and Sustainer Who evolved you from the single tree of life whereof He evolved its life support system and spread by means of both these mechanisms life forms in an organised manner, the communities and the administrations. So be consistent with program, constitution and laws of Allah so that thereby you have your legal rights against each other secured and fulfil your obligations towards each other concerning your ties of social relationships, surely in implementing the program, constitution and laws of Allah is protection for you the mankind as a family.
In this verse it is said that Allah created a unit of life form eg a living cell or seed for tree of life that in time is to grow to its full potential. It tells that from it he created other life forms as means of life support system. This means that one life form depends upon the other life forms for its origin and existence and development in various ways. This is description of evolution of life. Ultimately life forms give rise to or bring about human beings who then evolve in to a kind of beings that need divine help with ability of thinking and planning hence the need for them to look for external information for guidance to get around the maze of life and hence the need for God to provide them with his guidance. The guidance is all about how people ought live in this life so that they could develop themselves and develop this world so that it gives them a life worth living.
2) So assign and deliver according to that to the individuals their rightful due assignment of goods and services and substitute not the harmful and destructive rule for the beneficial and constructive rule of Allah nor take part in handling what belongs to community in a way to take it into your private possessions. Surely doing so is inflicting a great harm and destruction upon society.
These verses should leave one in no doubt how important it is for a people to be a community however not just a community but an organised community that is properly regulated so that things in the community run as smoothly as humanly possible. It is made clear that people should never even think about replacing divine rule by any other rule because if they did that then they are bound to end up harmed and even destroyed. The Quran leaves one in no doubt that people who are chosen for running the community affairs have to be very fit and capable of meeting the set out tasks. It is therefore important that number of people needed and chosen for the administration is sufficient and efficient. Having a good program, constitution and law is not going to be beneficial on its own unless people who have to do the job are also up to what is required of them. This is what khilaafah is supposed to be all about ie a ruling system based upon divine constitution as supreme and all people and institutions abiding by the constitution eg administrations, institutions as well as individuals and community as a whole. Since the objective is to have a peaceful human community, the leadership has to show that is it a leadership that is capable of delivering the goods ie it is capable of giving people all necessities for living peacefully eg food, water, health education and jobs etc etc. After all it is people who together are supposed make ends meets so administrations and communities and individuals all need to know their responsibilities and rights and are supposed to do their bit so that ends could be met.
3) So if you have come to realise that as things are you cannot deliver goods and services for the individuals justly and fairly then you should organise and contract people for the administrations of the community that you think are appropriate in your view for the set out task, two and three and four to help you do what you are obliged to do. Therefore if you think that as things are you will not be able to deliver justice and fairness in form of goods and services for the individuals then be a united and a properly organised community under your own administration and within your own jurisdiction. That will be better to prevent you from going against the limits set by constitution of Allah.
4) That is how you should ensure that the rightfully due livelihood is reaching the communities properly. However, if any of them are happy to leave for you the community administrations something out of it then you may use it as you think will benefit the communities.
This verse advises both administrators and community members that they should not take anything if they do not need it and if something is no longer needed by anyone in the community it should be return to the administration so that it could hand it over to someone who may be in need of it. The idea given here is to cut losses to make society more efficient. Administration is only there to manage community and resources properly, it is up to people themselves to ensure they are helping administration to work properly for them. If people fail then administration will fail and society will fall into chaos.
5) Moreover place not community administrative responsibilities on ignorant, untrained or mentally unsound people in the communities for handling your community wealth which Allah has made a means of your support so provide the communities from it their livelihood thus cover their needs and discuss and explain community and administration related things to them nicely.
This verse advises that administrations and communities must ensure that needs of people including education of people are not neglected because if they are then consequences will be very serious eg community could not be built or if it is already there it could end up destroyed.
6) As for the individuals under your training for taking on administrative responsibilities, keep putting them through examinations for testing their abilities until they reach the required standard for administrative duties to be drafted in then if you find them capable of sound judgement hand over to them their community responsibilities and the related stuff for which they are supposed to be responsible advising them, do not let this community wealth be used in contravention of set limits of divine constitution nor let the expenditure of community exceed its growth. If the administration of the community has sufficient amount of stuff under its discretion then it should not take any more from the community to serve it but if it does not have sufficient stuff under its discretion then let it take what just and reasonable for serving the community. Also when you hand over people their shares from the community wealth, keep some records for evidence regarding them, for Allah advises efficiency and keeping proper accounts for preventing problems.
This verse tells people be sensible and be ready for all eventualities and do things efficiently and sufficiently. This is important because it is people themselves who are producers and consumers so it is not good consuming more than being able to produce. This also sets law for population control for humanity. If you cannot feed people or take good care of them then they are only going to suffer very painful existence so there is no point increasing family size or human population and destroying community spirit thereby. The Quran is not saying control population, it is saying be able to provide for them but if you cannot despite doing all you can do then population must not be allowed to exceed what you can produce to look after it. Necessities for living of humanity, humanity can produce puts cap on human population automatically. To think that Allah provides so why population control is a very wrong concept in the Quranic context. Allah has given program to people to do everything they need to do so and He is telling people don’t burden yourselves the way you cannot carry it. This verse also tells people to monitor things all the time and if anything does not seem to work then fix it right away before the whole thing breaks down.
7) For the new administrators of the community it is necessary that they improve upon what they inherit from their ancestral community administration and their related communities and administrations and likewise it is necessary that the communities also improve upon what they inherit from their ancestral community administrations and their related communities regardless whatever they inherit is valued greatly as a necessity or valued little as additional. They must keep it in a good state as a matter of their duty.
8) And when concerned locally settled individuals are present at the time for distribution of shares of the community wealth, give out of community wealth to them and discuss matters of mutual concern with them appropriately.
9) Let those administrators who distribute the community wealth to the members of the communities show similar concerns in their minds for them as if it was their own wealth and these were members of their own families for whose success they were greatly concerned, thus they should be consistent with the constitution of Allah and express their goodwill for others.
These verses are talking about change of administrators or administrations and set the rules for out goers and incomers and what is supposed to be given under their discretion and how they ought to manage it to the best effect for the served community. These verses are basis for Islamic style economics. They are community based and not profit based nor competition or rivalry based. These verses outlaw undercutting and undermining of people by each other. Instead people are motivated to live for each other and work hard efficiently and sufficiently as a community. It is because if productivity falls then shares of things falls and so falls community spirit and growth of community suffers. It is because each time there is less to share there is more to go without. This is why all things need to be properly planned eg population, life style, necessities of life etc etc. All targets need to be set realistically and properly to ensure peace, progress and prosperity of community.
10) Beware that those who unduly withhold or try and take away the constitutionally assigned rights and possessions of individuals, they take part in igniting the fire of hatred in their communities and they are soon consumed by their self created fire of hatred by way of bloodshed and destruction.
11) Therefore Allah advises you the people concerning your masses that have decided to come together to form a massive community to organise into manageable groups. As for the mass of people, it should be organised under a single main administration with subordinate layer of similar administrations. In case there are more people/communities than can be managed by two layers of administrations then divide them under three layers of administrations. However, even if you decide to have only one administration, it should still be efficiently sufficient to serve community properly. As for the main administrations, for each of them there can be several subordinate administrations to share the task provided there are people to serve. However if there are no people to serve then responsibility remains with the main administration but if there are two subordinate administrations then share of responsibilities of mother administration is a third. But if there are more supporting fellow administrations such as five administrations under the mother administration then responsibility of their mother administration would be one sixth after all administrations are agreed upon and installed and work as they are advised according to the constitutional obligations. With regards to your main or subordinate administrators, you do not really know which of them will be of more benefit to you as a community therefore Allah issued this ordinance so that you monitor and hold each person and institution of the administration accountable accordingly. Surely Allah makes things obvious for humanity to make mankind wise.
12) Moreover for you the administrations at horizontal level responsibility is to be shared equally if there are no subordinate administrations. However if you have three subordinate administrations then your responsibility is one fourth after the agreement about it has been reached between you according to the constitutional obligations. Your fellow administrations will likewise have one fourth of the responsibilities if you have no successors but they do. However if you too have three subordinate administrations then they are to get one eighth of responsibility just like you after the agreement is in place about it according to the constitutional obligations. If an administrator or an administration has no mother or daughter administrator or administration but has five supporting administrators or supporting administrations, they each have one sixth of the responsibilities. However if they are more than that then they all have equal share of responsibilities agreed upon according to the constitutional obligations without harming rights and responsibilities of the others. This is an advice from Allah that Allah made known for people to adopt.
In these verses organisational structuring is advised both horizontal and vertical and it said that administration has to be efficient as well as sufficient so that all needs of all communities under the ultimate administration are met. More administrations can be created if need be and if there is no need for an administration any more then that should be wound up and all its responsibilities handed over to mother administration to decide how they should be distributed among the sister administrations. The main point made is that if people and institutions are not well organised and work properly then that would not let communities function properly and so peace will not become established and progress will be hampered and so program for prosperity will suffer. As administration breaks down so will community spirit and gradually harmful actions will begin to appear and the results will son follow and people will fall into rivalries of all sorts and brotherhood will end and be replaced with hatred and wars.
13) These are the administrative measures advised by Allah so that any people who are consistent with program, constitution and law of Allah along with His messenger could enter blissful kingdoms with rivers flowing of things for their livelihood to live therein for as long as they live if they maintain the standard and that is something of great benefit for mankind to accomplish.
14) However any people who do things in opposition to the program, the constitution and the law of Allah as given to His messenger by transgressing His set out measures will in time end up in fire of hatred and will remain in that state of existence for all their lives if they do not repent and mend things and that is how they will go through a humiliating painful suffering.
Since going against divine program could result in terrible consequences, it is therefore very important that people set up monitoring system in order to guard the system put in place through a feedback network. If anything is reported to have gone wrong it must be acted upon right away to put it right before it is too late.
15) Therefore if any of your administrations are accused for breaking the set limits when serving your communities then look for at least four independent instances with four independent people as evidence from among yourselves against them and if you find such evidence then monitor them closely at their institutions till you the community are satisfied they are fulfilling their duties properly or Allah avails them some other way to correct themselves or leave the institutions.
16) And if either of the two groups from among you the communities and the administrations need corrective measures taken against them due to breaking of the set limits then correct them both likewise but if they correct and reform then leave them to carry on as normal. Surely Allah attends to what people need through His blissful revelation.
In these verses advice is given as to how people should organise into a community and how groups should be created for ease of management of people and resources. People are told that if they did things this way as a community based upon clearly stated principles then they are bound to end up in kingdoms that are peaceful, progressive and prosperous but if they remain opposed to the advice or disorganise after organising then troubles are never far away.
The advice is also given on monitoring things constantly after things are set up to run properly so that if there are any problems they are found right away and then actions are taken straight away to correct them before they get out of control. It is made clear that if any problem is ignored or neglected then consequences will be very serious indeed.
One of the ways monitoring is to be carried out is to keep a sharp eye on complaints as feedback. When there are a few independent complaints about an administrator or administration then investigation of administrator or administration becomes necessary and it should not be relaxed till all is found ok or things are put back to normal if things are found to be problematic.
17) Repentance and reformation is proper only of those administrators, individuals, administrations and communities according to Allah who do something wrong out of ignorance unwittingly and stop and try to overcome the result of their wrong actions as soon as they become aware of it. Such are the people whose repentance is consistent with Allah as He refers to them in His revelation. That is how Allah makes obvious to rest of community their true intention because He rules the world by way of His wisdom.
18) However repentance is not proper according to Allah of those who keep doing what is harmful and destructive for human community till they are caught up with and then they say I now repent nor of those who are caught and stopped in their tracks while working against the rule of Allah, for such in Our scheme of things is already declared painful suffering.
People who do wrong unintentionally through human error are to be over looked except that it must be ensured they are otherwise still sound and up to standard required for the job. Odd mistake can happen to anyone but to make more mistakes than normal unintentionally could cause problems for the community so such people even though have done nothing wrong but must be moved from their jobs because they no longer are fit to do them. On the other hand people who deliberately act against the interest of the community up to no good so when they are caught, they are to be dealt with appropriately. Their repentance is not consistent with the divine program so they should be kicked out of the system and further appropriate punishment should be decided for them for deliberately causing damage to community and brotherhood. It could be a very serious offence because one has conspired to bring down the community by attacking its system and structure.
19) O you who claim to be committed to working for peace, progress and prosperity of mankind! It is not lawful for you to take over the community leadership or administration of the communities within your jurisdiction against their will so that you may forcefully replace them or make them give up a part of the provision you the communities have provided them as revenue for community benefit unless they are clearly proven guilty of harming community by breaking any set limits in the constitution and law of Allah. Treat them as part of community even if you disagree with them about things because it may be that you dislike something about something in which Allah has placed great benefit for you the community.
This verse advises people to learn to live by rule of law and don’t jump on each other to grab things out of greed and selfishness. Even if you have any genuine concerns yet let the legal procedure decide the matter and don’t take things into your own hands. Community leaderships and administrations are there for greater benefit of the community and should only be interfered with as advised. This does not mean letting leaders and administrators to do as they please but to ensure all are doing things by the book. Failing that could lead community as a whole into chaos, harm and destruction.
20) Even when you have to replace one administration of a community with another yet you should not take back anything of what you have given the community administration for community service be it a heap of gold. Would you take it back through false accusations against it and by going clearly against the guidelines of Allah?
When members of community become unhappy with services of its administration, they should not think of taking things back from the administration and create chaos for the community rather they should wait for the legal outcome and let the administration work till decision arrives and then move for change of administration if need be otherwise if court finds nothing wrong with the administration after its investigation then administration must be allowed to continue till it has served its time. But if court finds administration guilty as charged then there has to be change of administration if accusation was of a serious nature but even then time is needed for changeover.
21) And how could you the community take it back from the administration when each of you have benefited from the other indeed and the administration have taken from you the community a firm pledge according to the constitutional obligations?
Whenever an administration takes over the office it has to agree under oath that it will do all the community has put it in place for till the time it is put in the office to serve the community.
Likewise in these verses the Quran is not talking about men and women and their marriage but about communities and their administrations and how they need to be careful when they enter agreements with each other for mutual benefits and to end any harm and destruction they inflict against each other. The Quran is using general words that are used for human relationships but the purpose is very clear when looked at in context of the Quran and in context of this very Surah. These contracts or agreements can be between families, clans and tribes or between communities, administrations and interested or involved parties.
The point made here is not to treat agreements as mechanisms for deceiving each other as people used to do in times gone by and they still do it even today. It is like two people agree to do something and then a third person comes and makes one of the parties break the contract by offering a better deal. Agreements are to be respected but it is told very clearly that agreements must not be based upon intention of inflicting harm on each other but with intention of benefiting each other. You cannot bring about a good community by undercutting and cheating each other because that way you only advance distrust and hatred and that eventually leads to breakup and wars not unity. If masses are corrupt amongst themselves it is not good for the community and if community administration is corrupt again the whole community is in trouble. Likewise if community is bad to its administration and administration is bad to community it is supposed to serve then things will not turn out good. Individual therefore need to be good to community and community in return needs to be good to individuals and likewise all related administrations and communities need to be good to each other if things are to move in the proper direction.
22) Moreover communities and administrations should not enter into new agreements with communities and administrations that already have agreements in place through predecessor administrations and communities in order to undercut and unduly exploit each other instead let bygone ways of doing things the wrong ways be bygones. Surely it was a harmful and destructive custom for parties to undercut and unduly exploit each other.
Although I am using word predecessor for Arabic word AABAA here it is not properly conveying the sense that the actual text is trying to convey in this verse, because the text covers sense of main administration or leadership or community that is over all responsible for all other administrations and communities etc that work under its responsibility. Word predecessor covers sense of past or previous administration which is also included in the word AABAA. If I used word superior it will not convey sense of previous administration so one has to make sense of things oneself from this explanation of the situation.
23) It is therefore unlawful for you as communities and administrations to enter into agreements with other communities and administrations where agreements are already in place in order to undercut and unduly exploit each other such as your mother communities and administrations, your daughter communities and administrations, your sister communities and administrations, your paternal parental sister communities and administrations, your maternal parental sister communities and administrations, your brother communities and administrations’ daughter communities and administrations, your sister communities and administrations’ daughter communities and administrations, your foster mother communities and administrations, your foster sister communities and administrations, your partner communities and administrations’ mother communities and administrations, your step daughter communities and administrations provided you entered in contract with their mother communities and administrations already but if you have not entered in to contract with them already then there is no harm in it for you. Moreover it is lawful for you to enter in contract with your own community administrators who are backbone of your community that is how you should bring any two communities under the same main administration instead of continuing what went on before. Surely Allah is protector of people through blissful revelation.
In this verse wording needs to be understood in much wider sense than just interconnection of various administrations and communities. For example, fostering relationships could be organisations within the organisations about training and cultivation of communities with their own programs. These programs could be about general education and training or for warfare or departments of various nature that take care of internal and external needs of community eg housing, education, defence or trading with outside world etc etc.
24) Further more enter not in agreements with communities and administrations that are ideologically far removed from you until they accept your terms for peace, progress and prosperity of humanity, this is advice of Allah for you. However you are free to enter agreements with any other administrations and communities than the ones stated provided you intend to ensure their security and protection not desiring to secure undue advantage over them. Give them their mutually agreed revenue for community and administration as an obligation for the service of the community. However there is no blame on you as a people if you change the agreement between administrations and communities with mutual consent for the benefit of all involved. This surely makes obvious that rule of Allah is based on wisdom.
This verse advises the Quran based community that people who rather live by their own choices ie freely as they like should be left alone to live as they like but if they decide to join the Quran based community then they must accept the terms and conditions stated and join in. If they join on the basis of Quranic terms and conditions then those communities too should be helped to organise themselves and should be accommodated by already existing Quran based community and offered all kind of assistance so that they could attain the same standard as already existing Quran based community or mother community. This verse also opens door for non-Quran based people to join Quran based community if they wish, so there is no restriction on nonQuran based people for living among Quran based people so long as they respect community spirit and help maintain it and do not cause any problems in the community. On the other hand Quran based communities are held responsible for ensuring well being of nonQuran based people living among them as part of their community if they live there as good citizens of Quran based state. Truly Quran based society is a Muslim society. Word Muslim means the one that abides by the program, constitution and law of Quran.
25) Likewise if any of you the peaceful, progressive and prosperous communities are not large and strong enough to form your alliances with other larger and established strong communities that work for peace, progress and prosperity of mankind because they are not there or are beyond your reach then you may enter in agreement with other communities that are smaller or are close by but are willing to make alliance with you on the basis of peace, progress and prosperity of mankind for the reason so that you could develop into peaceful, progressive and prosperous communities. That is how Allah makes obvious for you that you should care for each other because you are from each other. So enter in agreement with these administrations with open consent of their communities and give them whatever help they need for the good of the communities. They too should be fully committed to agreements, not shaking hands with your rivals. Nor should they ally with your rivals after ratifying agreements with you looking forward to your demise by way of conspiracies. Then if after they are drafted in to the agreements they transgress against the agreements and mutual community interest then they should be made to compensate the communities as prescribed for any of the communities that are distant from the rule of Allah. This penalty is for the reason that people in contract with you pay attention to their actions and their consequences. So if you handle difficulties sensibly it is better for you because Allah protects mankind only through His blissful revelation.
In this verse it is made clear that when Muslims have a state of their own based on the Quranic program then they are not allowed to disturb nonMuslim states unless they make it their business by seeking alliance but the alliance has to be based on the terms and conditions as stated in the Quran. However, there could be times when there is no Quran based Muslim state or even an organised Muslim community in that case alliance is fine with nonMuslim state but still it has to on the basis of Quranic terms and conditions. That is a Muslim community must not be oppressed and suppressed by allies and that should not be the purpose behind such alliances by nonMuslims. If after entering agreements nonMuslims prove to be in the breach of agreements then they must compensate Muslim community for causing loses to it. This stops things getting out of hands leading to unnecessary bloodshed between communities. If one community cheats another then that is clear ground for mistrust and distrust, suspicion, hatred and animosity. It is always better to come clean and keep the air between parties palatable. If not then that is where rule of law ends and the wars start and all suffer for mistakes some of them make from among the involved parties. The Quran teaches all to avoid situations that could lead to harm and destruction of humanity. However if it has to be fight then Muslims are free to deliver the blows as good as they get but still they must remember they are fighting fellow humans so they must remain ready to stop when other party stops provided they mean it and not to take a tactical advantage. Cheating people cannot be trusted that easily and that is the situation nonMuslims put themselves into by breaching the agreement and creating distrust. War and peace are very serious matters that is why the Quran wants people to not to jump in there at very first opportunity.
26) Allah desires to make His guidance manifest through you in practice therefore, He guides you to the traditions which were followed by the sensible people before you that is why He turned to you with mercy of revelation because that is how He makes His wisdom obvious for mankind.
27) Just as Allah desires that He turns to you with His guidance to help you learn so those who follow their own harmful and destructive ambitions and desires wish to see you deviate far away from the path to peace, progress and prosperity that is firmly founded.
28) Allah wishes that He makes things easier for you the humans because man has been brought about by Him in a simplest state to develop therefrom biologically, psychologically and sociologically.
29) O you who claim to be committed to working for peace, progress and prosperity of mankind! Do not handle your production and distribution of things between yourselves on basis of manipulative system to harm each other instead let there be transfer of goods and services amongst you on basis of mutual goodwill to benefit each other, so do not destroy yourselves by doing things the harmful and destructive way. Allah is merciful to you indeed for letting you know all this.
30) So anyone who acts like that in opposition to Our guidance and practices injustice and unfairness We will let him drag himself in to the ditch of painful suffering because this is easy for Allah to let happen if that is still your choice after things have been made fully clear to you.
31) However if you as a community avoid doing things that you are not supposed to do because they are greatly harmful and even destructive for you as a community then We will not let small mistakes take you off course but cause you to rise to status of great honour through your own hard works.
32) So never evade responsibilities nor divert rights of each other with which Allah has bound some of you for others. As for people of the administrations, the results of their actions will be according to what they do and for the people of the communities consequences will be according to what they do. Therefore show responsibility towards each other thereby demand rights of each other in the name of Allah regarding His bounty. This is how Allah makes evident that He is aware of everything that you should be doing or not doing.
33) For every community We bring about managers to handle whatever they have of the people and the related affairs and resources. So those with whom you enter agreements deliver to them their due shares of rights and responsibilities. Surely Allah constantly shows how all affairs about everything are taken care of.
34) The managers are responsible for managing the communities and the resources in their communities with consent of their communities because Allah has bestowed upon some people responsibilities for rights of others therefore they should keep open for others whatever of the sustenance they have under their administration as their right. Thus righteous people of the community show consistency by guarding their future better as Allah requires them to guard. As to such administrations in the community from whom you fear lack of discipline, keep monitoring and advising them thereby keep them faithfully stuck to their constitutional obligations to the community, this is how you should discipline them appropriately. Thereafter if they become consistent with your requirements then look not for ways to harm them. Remember the program, the constitution and the law of Allah is sole authority for all of you, so abide thereby.
35) Moreover if you the community sense any conflict between any groups of people in your administration and any party of your people in your community then appoint one arbiter body from the administrators side and another from the community side then if they go for reconciliation and compromise, Allah will facilitate harmony between them, thus Allah makes manifest that He is all aware.
36) That is how you should abide by constitution of Allah and accept none as sovereign in this universe other than Him and benefit your administrations and communities under the constitution as well as the individuals such as local residents and the refugees from near about places as well as the refugees from remote places and the ideological supporters of yours in remote places as well as the people on journey of knowledge or livelihood and all those under your care or jurisdiction. Surely Allah supports not the arrogant and the boastful opponents of is rule,
37) who are themselves niggardly hoarders and effectively force others to behave likewise and they hide the abundance of wealth which Allah has bestowed upon them from others who need it. For such opponents of Our guidance We have setup law of consequences for their actions whereby they end up in disgraceful painful suffering if they end not their such behaviour.
38) And the case is likewise for those who use what they have to help others only for show to appear good before the masses but they commit not faithfully to working for peace, progress and prosperity of mankind according to constitution of Allah, nor for the good end result for mankind. In fact any who chooses such a destructive person as an administrator for community has chosen a deadly harmful fellow as a community administrator!
39) How could harm come to such people had they committed to working for peace, progress and prosperity of mankind and had chosen right administrators for their communities according to the constitution of Allah and for the good end result for the mankind by opening up to others all that Allah had provided for all of them? Allah is fully aware of them and will expose their lack of concern for others in due course through their own actions.
40) Surely Allah does no harm to anyone even to the least degree. Not only that but also if anyone does anything beneficial even to the least degree for others, He increases it many folds through His set out laws.
41) Just imagine who proves right on this claim Us or you when We bring evidence from every nation before you to you the people and challenge you the people to bring your evidence against it as to who harmed the nations, Us or was it their own doing and is it Us harming you now or are you harming yourselves?
42) At this point those who fight against Our constitution and oppose Our messenger wish they were dead and buried in the ground and the ground was levelled over them, for they are not able to justify any of their harmful deeds against each other in light of law of Allah!
43) So O you who claim to be committed to working for peace, progress and prosperity of mankind, form no laws in connection with the divine constitution the while you are unsure about the process of law formation until you really know what you are trying to achieve, nor should anyone who is a stranger to process of law formation unless one has made oneself fully aware of the process and has undergone thoroughly through the process of study. However, if you are weak in the knowledge of the process or you are on a journey to learning, or any of you have come from a humble background, or are stuck with your communities and you have no access to complete divine revelation then fulfil your desire by doing what benefits the people. Thus you should tackle objectives yourselves and your supporters. Allah is Lenient and generous indeed.
44) Have you not considered the case of those to whom was given the divine book for guidance? They instead followed a way of their own that landed them into painful suffering and they wish to see you too lose the way that is proper.
45) Allah makes obvious those who have animosity towards you but sufficient is constitution of Allah as your authority and sufficient is program of Allah as your supporter.
46) Among the Jews are some who take the words in the scriptures out of their proper contexts and this is how they say we hear by word of mouth and this is how they end up being inconsistent with their declared commitment to it by their actions and that is the way they say we hear but in actual fact they hear not because they explain words against their obvious purpose by misuse and abuse of their language and so they turn the constitution of Allah that leads to peace, progress and prosperity of mankind into a dogmatic make beliefs that lead to divisions and wars. Surely it would have been better for them if they had declared, we hear by establishing the divine rule of law they were assigned for their consistency and saying, bestow prosperity upon us and keep us established in the land. However Allah let them stay in painful suffering due to their opposition to His constitution, for they committed not to working for peace, progress and prosperity of mankind save a minority of them.
47) O you people who have been given the scripture already! Commit to working for peace, progress and prosperity of mankind according to what We have revealed now, confirming that which you already have with you before We let the consequences of your actions make you bite the dust and change you in to a nation beyond all recognitions or let you fall into painful suffering like we condemned the people who did not respect Our constitution before you. Remember the law of Allah always finds its fulfilment.
48) Surely Allah protects not from painful suffering any people who take on paths against His program, constitution and law because He protects from painful suffering only those nations that choose to act to guard against the rules of others than that. This is so because any community that justifies rule by other than Allah has indeed invented a great lie against Allah so it suffers the consequences for doing that.
49) Have you not come across information about such nations that claim to be free of all ills from amongst themselves due to their own self made constitutions? Nay, they are not really free from all ills, for only Allah frees from all ills such nations as follow His declared will faithfully. Yet no harm will be done to them even in the least measure save what they deserve as a result of their own actions.
50) See how they invent a huge lie against Allah and this in itself is clear enough to make obvious they are off the right track.
51) Have you not come across the information about those people who were given of the divine scriptures to understand it properly and follow it properly? Instead they sought peace, progress and prosperity in their make beliefs rather than Our constitution and they claimed about those communities that oppose the constitution of Allah that they have better sense of living in the world than those who have committed to working for peace, progress and prosperity of mankind.
52) These are the ones whom Allah leaves to suffer due to living against His constitution and whichever people Allah leaves to painful suffering due to their own choice you will not find them any who could help them.
53) Have We handed any part of Our kingdom over to such people in writing? Of course not, had that been the case they would not have given other people even the least bit of it.
54) Or is it the case that they envy other people because of what Allah has given them of His guidance and the kingdom? We did give the book and wisdom to the descendants of Abraham and blessed them with a great kingdom.
55) However some of them attained peace, progress and prosperity thereby and some of them moved away from it, therefore sufficient was the fire of hatred they suffered due to inflicting harm on each other.
56) Surely those who reject and oppose Our set goals and guidelines are soon thrown by the consequences of their actions into the fire of hatred among themselves to suffer the terrible pain. No sooner they become resistant to a degree of pain that threshold of their resistance is replaced by increase in level of suffering, thus they taste the real torment they bring upon themselves. No doubt Allah is a mighty wise ruler yet they heed Him not.
57) As for those who commit to working for peace, progress and prosperity of mankind and act to remove obstacles in the way of peace, progress and prosperity of mankind, We will indeed land them into blissful kingdoms in which provision flows like rivers wherein they will live for as long as they remain true to Our guidance. Therein they will have people who do things to benefit others as their supporters, and that is how We let such people enter the shelter against harm and destruction.
58) Allah bids you indeed to deliver security from harm for those who have the right to it therefore when you judge between people about their affairs judge fairly. Surely excellent is the advice which Allah gives you hereby. Allah makes evident that He is indeed all hearing and all seeing by result of what people do.
In this verse it is made very clear that peace and security comes from people dealing with each other compassionately in sense of brotherhood. Security cannot come from rivalry based systems, structures and practices. Rivalry based systems only create more and more insecurity and more and more disturbance in human society. It is matter of adjustment of mindset, attitude and behaviour for that end. This cannot come about unless this program is part of widespread education system. Whatever people spread in society will come back to them as a society regardless it is beneficial or harmful. It is up to people to take humanity in the direction they wish to go. Take them in the wrong direction then be ready for consequences and don’t complain just sit and suffer the consequences ie reap the fruit of your own endeavour. The Quran as we can see does not tell us, you carry on as like and then take out your prayer mat and ask Allah to make everything ok for you. This is a closed loop universe wherein Allah created people to learn from their own mistakes and keep correcting yourselves. This is how one day man ought to rise to the dignified stage showing his creativity and a lot of effort. Man is not created as cry baby but to overcome all difficulties all by himself in this universe and Allah is not going to intervene where it does not serve his purpose. Man ought to rise to challenge set for him so he should not look to Allah for each and every thing in life but make his own way to show what he can do given the tools and needed information.
59) O you who claim to be committed to working for peace, progress and prosperity of mankind! Be consistent with the constitution of Allah by being consistent with the messenger and those charged with responsibility to serve you as administrators from among you but should you the administration and community fall into inconsistency with program, constitution and law of Allah then get back into consistency with the program, constitution and law of Allah as told through the messenger if you are truly committed to working for peace, progress and prosperity of mankind according to the program, constitution and law of Allah for the good end result for the mankind. This course of action will prove beneficial and best suited for you.
This verse is not about people fighting among themselves as to what is meaning of the Quranic text, it is about consistency between divine program and people as a whole who claim to follow it. If they fall behind with the program for some reason they should not give it up and start crying like babies instead they should get up and have another go and carry on till all is according to divine program as it ought to be. This is a lesson that if people somehow lose the sight of the divine program, they should refocus and start again.
60) Have you people not come across those people who claim to be committed to working for peace, progress and prosperity of mankind on the basis of constitution that has been revealed to you people and on the basis of what was sent before you? Yet they desire that affairs are judged and settled by standards that are opposite to constitution of Allah even though they were commanded indeed to reject them, that is how their harmful and destructive leadership wants to lead them far off the right path into deep error.
61) This is why when it is said to them come to the program, constitution and law which Allah has revealed to the messenger for the guidance of mankind, you will see that those who live in opposition to that standard show their utmost hesitation in coming to it.
62) But then see how they behave when they fall into troubles as a consequence of their own doings? They come to you swearing by Allah that they desired nothing but to promote mutual goodwill and to bring about a friendly environment.
63) Allah makes evident through their own actions what is really in their minds but ignore their harmful and destructive mindset, attitude and behaviour and instead advise them saying to them the words that are effective in convincing their minds to help them change their mindsets and attitudes and behaviours.
64) We did not send any messenger but that he should be listened to and supported by people according to the constitution of Allah. So it is better for them to come to you when they have already suffered the serious consequences of their own actions against each other so far to seek remedy through program, constitution and law of Allah for their troubling situations and circumstances and if the messenger also deliberates on their problems, they will find Allah handing out to them solutions of their problems through His program, constitution and law indeed.
65) No, by wisdom of your Creator and Sustainer, they cannot be truly committed to working for peace, progress and prosperity of mankind unless they accept your deliberation that is according to Our program, constitution and law regarding all their disputes and troubles then find no resentments in their hearts against your advice and accept it with complete satisfaction by acting upon it.
A very important statement is made by Allah that it is not possible for mankind to have peace to progress and be prosperous unless mankind stick to divine program according to divine constitution and live by divine law. So long as people live as a divided community and act as rivals instead of brotherhood and follow programs, constitutions or laws that they make themselves to take undue advantage of each other they will keep on falling in the same ditch of hell that they have been warned repeatedly against. God and Godly could only draw attention of mankind to what is best for them but if they choose the wrong side of the road then consequences cannot be avoided. You give troubles to others they will not put up with it for long and reaction when it comes could be terrible. So it is best that mankind stop and think and do not inflict harm and destruction upon each other so that they could feel secure from each other.
66) However the point is that they are not as committed to working for peace, progress and prosperity of mankind as they claim to be, had We imposed upon them to keep in check your own people or to come out of your comfort zones, very few of them would have done it without resentment. Yet had they installed Our constitution and proper administration as they were commanded, it would have brought them better reward as it would have strengthened them as a community to their utmost strength.
To keep each other right is left up to people themselves rather than Allah imposing this as a duty upon people because that would have resulted in unnecessary warfare between people due to they being born without knowing anything and then taking time to learn. So humanity is left to to develop at its own pace, which means if it makes hard effort in learning then it will cut down the time it will need to become learned otherwise it will increase its time to become learned. This means the destiny of humanity is therefore in its own hands ie how long it wants to remain in a state that it brings about for itself. This is why human beings are made clear that they need to keep each other in check but they can do it as it suits them however this does not mean they should neglect this important task just because they are not imposed this as a duty. Doing this job will have great rewards for communities and failures will let people fall in to laziness and craziness and wrong things in society will increase and community will suffer greatly. So people must keep each other in check out of necessity for their own benefit. If a community is based on divine advice therefore is free of problems then it stands out as an example of properly following divine guidance. The question is, what will people get it they try to keep each other right as a reward? The first and foremost will be unity and then working together as one people for their own peace, progress and prosperity. Then there is a life to come in which people will be compensated for their hardship in this life properly.
67) because We would have rewarded them with a great reward from Ourself.
68) Thus We would have made evident for people to see that We have guided them to the path that is firmly founded.
69) For any of the communities that are consistent with program, constitution and law of Allah for the good of mankind along with any of the messengers such are the people who are on the same path as those blessed by Allah blessed such as the prophets and those who affirmed them like the ones who bore exemplary evidence on their behalf for others to see and follow like the ones who removed obstacles from the path of people towards peace, progress and prosperity. What an excellent trail of people to be part of!
In this verse Allah is telling us that all good people from the beginning to the end are one people ideologically united because they followed the very same path ie the path of peace, progress and prosperity of mankind.
70) Such are the benefits of guidance from Allah and sufficient is program of Allah for the benefit of the mankind.
71) So O you who claim to be committed to working for peace, progress and prosperity of mankind! Prepare yourselves for campaigns to free the oppressed and suffering people in the world then go forth in detachments or all together as need be.
72) Beware, there is amongst you such who will surely lag behind so that if you come to any harm he will say, Allah has been kind to me that I did not go with them.
73) But if you return blessed with abundance of benefits as told by Allah then he will say- out of envy and undue greed and animosity towards you, I wish I had been with them, for I could have attained a great fortune!
74) However only those people strive properly for the success of mission of Allah who understand it properly and are willing to exchange the present state of living for the state of living to come so whoever struggles purely objectively for the cause of installing the constitution of Allah whether he dies struggling or achieves the objective will soon be granted a mighty reward.
In these verses people are urged to strive for the success of divine mission because once divine mission succeeds, life of people will change drastically. It is because life based on rivalries and divisions and undercutting each other or cut throat competition will end and a new way of life will come about which will set people against each other as to who can beat others in trying to do better for each other. If one person will try to educate five people, it will be endeavour for the other to beat him by educating more people ie this will help increase productivity in the community and that is why river will flow of all things of needs and wants for the community. Everyone doing a lot of work and no bad element to ruin that work will soon lead mankind to concentrate on bigger goals such as conquering the forces of nature and the universe. In case of negative competition, it is causing mankind a lot of wasted effort. It is because when any of the people build anything others come and destroy it and so a war starts and people keep building and destroying things so not much time is left to make real progress. This is why humanity has to get out of this mindset, attitude and behaviour if it is to be a successful community. If this is the case then some people must take actions on behalf of humanity to get mankind rid of this situation wherein humanity is held hostage to painful suffering in the hands of people themselves. So keeping each other in check idea cannot be ignored or painful suffering of mankind at the hands of each other cannot be ended. This means bloodshed is inevitable no matter what because it is only a matter of limiting the damage one way or the other. So campaign has to be based on education but it is very much a real possibility that when masses are educated the people who use and abuse them are not going to allow this and war will be inevitable to free masses from clutches of such wolves, vultures and bloodsuckers in shape of human beings.
75) And what reason do you have not to campaign for installing the constitution of Allah in His jurisdiction for His people when you must rescue the trapped, helpless and oppressed men, women and children who are crying to Allah for help saying, our Creator and Sustainer! Deliver us from this situation wherein people in position of power and their supporters are cruel beyond all bounds of human decency, so bring forth for us a supporter of Your program, constitution and law who helps us install Your program, constitution and law.
76) Those who are truly committed to working for peace and prosperity of mankind struggle for installation of program, constitution and law of Allah and those who reject and oppose the standard set by Allah fight for installing and maintaining the rule of harmful and destructive forces therefore fight against the supporters of the harmful and destructive ruling elite, priestly classes and moneylenders, surely crafty schemes of the crooked leadership are weak.
77) Have you not considered the case of such who were told to withhold their hands from inflicting harm on each other by way of infighting and to install divine constitution to attain freedom from harmful actions against each other yet they paid no attention till now because they were keen on fighting each other. And look at them even now that when they are commanded to strive to uninstall harmful and destructive ruling system, a group of them is buried under considerations for favours of powerful political, religious and wealthy people as they ought to be overwhelmed by considerations for free gifts of Allah or even more than that and in their hearts they say, our Creator and Sustainer! Why have You imposed upon us this struggle? Could you not exempt us from this struggle till our life time? Tell them, the enjoyment of this life as you are living is limited to a tiny minority for a short time but the life that will result after this is much better for those who are consistent with rule of Allah for the benefit of humanity and rest assured that you will not be harmed once rule of Allah is put in place even in the least manner.
In this verse we are told to look at mindset, attitude and behaviour of some people that they are fighting each other before and saw no problem in doing that because that is what rivalry based way of life is. However once a community of people decides to take action against ruling elite, priestly classes and moneylenders, all of sudden some people begin to rethink their position. They are thinking that it is in the interest of Allah that people fight with each other, forgetting the fact that it is people who are being used and abused who are looking for a way out and Allah is only allowing them to do so and rightly so. Who has the right to use and abuse anyone? None, so if anyone or any community takes on the idea that one has the right to use and abuse anyone then such a person or community has to be stopped, no arguments about it. It is because if might is right for any then it is right for all. So if you do not want to be taken as a slave by anyone then you will have to give up the idea of becoming master of anyone. Hence the idea of brotherhood and by rejecting the idea of brotherhood one is giving others right to do as they please. It is because whole of humanity is in the same boat we swim or sink together. Any of us makes whole in the boat we are all gone. This verse explains context of jihad and what jihad really is. It is constant campaign against use and abuse of people and for putting humanity on the road to peace, progress and prosperity by removing all obstacles in its way, peacefully and non-violently but without ruling out use of force if need be because the idea is limiting the damage to humanity. If thousands of people are going to die through hunger and use and abuse then if violence can save many at the expense of some then people have no better choice. However, this is human solution for human problem ie people must keep each other in check at all times so that balance of power remains in the interest of humanity at large and not in hands of harmful and destructive individuals or groups. The program, constitution and law of Allah is one thing but human interest between humans is another thing. Allah may let go things but people cannot do that because if they did then all will be taken over by individuals who have no sense that other people too are human beings and deserve same treatment and respect as one likes for oneself. No doubt Allah wants people to do things his way but if some don’t then humanity has to deal with them the way that makes them understand. It is a real and practical world so only real and practical solutions make difference in here hence people are allowed to keep each other right in reference to divine will. Whatever steps are taken by mankind with reference to divine program, responsibility for all ills rests entirely with those who inflict harm and destruction upon mankind, even the wars that are declared by Godly people in defence of divine program against actions of harmful and destructive elements among mankind.
78) As for the mindset, attitude and behaviour about accepting failure and defeat, unless you change no matter wherever you are it is going to be with you even if you are placed in fortified towers. When such people are blessed with some benefit they say, this is from Allah but if they suffer a loss they say, this is because of you the prophet and your supporters. Tell them, all is according to universal laws set by Allah. What is the matter with all these people that they do not even bother to understand even one of Our revelations properly?
79) Say, whatever benefit comes to you people because of your own actions it is because of your following of laws of Allah properly and whatever harm you people suffer, it too is the result of your own actions when you do not follow laws of Allah properly. That is why We sent you O Muhammad as a Messenger to mankind to make these things clear to them because laws of Allah are sufficient for evidence to prove your claim of messengership to them but only if they use their brains to think.
80) Anyone who supports the messenger in fact supports installation of constitution of Allah. As for those who oppose this mission they should know that We have not sent you to stand guard over them to force them to install this constitution rather they will suffer serious consequences themselves for not doing so.
81) Behold, they say, we are at your service when they are in your presence but when they leave you some of them meet together secretly at night to plot against what you have advised them. Thus Allah lets them expose themselves through their works on their secret plots. However leave them to the consequences of their own actions by trusting the universal laws set by Allah, for laws of Allah are sufficient for disposal of all affairs.
82) Why do they not examine the Quran properly for its purpose as a divine manifesto, constitution and a set of guidelines for formation of laws and realise that if it was from someone other than Allah, they would have found in it many conflicting programs, constitutional clauses and conflicting guidelines for laws to serve different interests of different involved parties?
In these verses the Quran invites mankind to use their brains to see whether the Quran fulfils its set out objectives or not eg it provides people with a clear program for peaceful, progressive and prosperous life for mankind. It sets out a constitution for mankind to organise around and it gives them guidelines for making laws for themselves. Is there any conflict in things told in the Quran? If over all ideology its systems, structures, procedures and practices for its society its social, political, cultural and economics set up and practices for its society are all perfectly in harmony then where are problem in it? If there are no problems with it then why not put it in place and use it and reap the benefits there of?
83) Despite having a clear constitution and administration based upon it yet when there comes to their attention some matter of community concern or state security they thoughtlessly spread it among public causing panic but instead it would have been better for them if they had referred it to the messenger or the concerned people in the community administration amongst them who are able to draw proper conclusions from it. Had it not been for sake of guidance of Allah that He bestowed upon you through His revelation to make you peaceful, progressive and prosperous; save a few all of you would have ended up following the way of the harmful and destructive ruling elite that would have landed you in painful suffering for good.
84) Therefore strive hard O prophet to fully install and maintain the constitution of Allah for the benefit of mankind, you are not duty bound to make effort but as much as is within your capacity and also urge on those who claim to be committed to working for peace, progress and prosperity of mankind to do the same, it is with support of people the revelation of Allah will overthrow the might of those who oppose His program, constitution and law, for Allah is mighty in strength and strict in holding humanity to His laws.
85) Let them know that anyone who intervenes on behalf of what is beneficial for mankind shall end up benefiting from it and anyone who intervenes on behalf of what is harmful for mankind shall end up getting harmed by it, because so Allah has set this measure on everything as His law.
This verse leaves us in no doubt that we are living in a closed loop universe where intervention of Allah is limited by his own clearly set out purpose. Allah did not create this universe but for the purpose of expressing himself through creativity so that one day an independent minded creature called man comes to realise and appreciate his creator by his own works of creativity. Allah did not create man to be his robotic slave to keep banging his head on the floor thinking he is worshiping his creator and being a cry baby over each and every little thing. Man is created in image of God himself to rise to dignity for which Allah has created him through use of his own mind and effort. This decisively proves all religious mumbo jumbo a falsehood. Man has yet to accomplish great things that we cannot even dream of today. Science we have discovered so far is just a baby stuff to what man has yet to discover because it is going to enable man to be master of the universe. Only Allah knows the true potential that he has locked in to mind of this tiny creature. So mankind should come together and help unlock that potential instead of pulling each other of the ladder that raises us to a dignified stage.
86) So when any people welcome you with goodwill towards you let your goodwill towards them be as good in return or even better. Indeed Allah keeps all things operating according to His set laws.
This verse clearly tells us that Allah did not create people to fight with each other but to cooperate with each other and accomplish greater things with help of each other.
87) None has the right to rule and set laws for things to work according to but Allah. He will certainly gather you all together on the day of uprooting of harmful and destructive way of life replacing it with proper rule of law and there is no doubt about it because whose rule is self evidently proper according to the reality of the real world other than that of Allah?
88) What is the matter with you that you are in two minds concerning people who want to live by double standards but say they do not whereas Allah has made them obvious as a consequence of their misdeeds? Do you still wish to guide those whom Allah has left in their self created confusion due to their own actions? Surely, he whom Allah finds ignoring His guidance you cannot enlighten such people.
Again and again Allah makes it clear to people that it is up to people themselves to learn things that benefit them because if they don’t then humanity as a whole suffers. So people must continue informing people and keep checking them out so that one day penny may drop that they do take up study of divine revelation.
89) Their real aim is to see that you too reject and oppose the rule according to the constitution of Allah as they did, so that you all become exactly the same and are on the same side of a clear divide. Therefore you should not seek support from their ranks for installing the rule according to constitution of Allah unless they move towards the rule of Allah but if they oppose instead then target them by campaigning against them wherever you find them plotting and campaigning against the rule of Allah and do not take any of them as human friendly or helpers of humanity unless they change and become so.
90) Campaign must continue against such people everywhere save those who live under rule of another people with whom you have signed a peace agreement and they stop them from attacking you or those who repent and reform and come over to you in peace because their minds have stopped them due to being convinced that they were doing the wrong thing by plotting and campaigning against you as well as their own people. Had constitution of Allah left them any justification to fight for, they could have continued their campaign against you so if they leave you in peace by not campaigning against you anymore and instead offer you a peace treaty, in that case Allah does not grant you the right to target any campaign against them.
91) But you have yet others who play against the both parties and still wish to remain safe from you as well as from their own people. They plunge into conspiracies to cause wars and hostilities as soon as they get any opportunities. Therefore if they do not keep away from doing this against you and offer you no peace agreement nor cease their hostilities against you then you may target them and fight them wherever you find them campaigning against the rule according to the constitution of Allah but remember, only against such troublesome people We grant you the right to do so.
92) Remember that it is neither sensible nor lawful for a person who is committed to working for peace, progress and prosperity of mankind that he should deliberately kill another person who is also committed to working for peace, progress and prosperity of mankind but it can happen by mistake, so if any worker for peace kills another worker for peace by mistake and if such a person is from within your own peaceful community then his neck should be spared by the community administration from charge of murder through a written affidavit whereby he assures his community about his commitment to peace, progress and prosperity of mankind through confirmation of his past behaviour as an accepted rule. If the victim is from an opponent people that refused to have any peace treaty with you but the victim was a member of peaceful community then freeing the neck of the person who caused the death from murder charge is sufficient on the basis of his written affidavit assuring his commitment to peace, progress and prosperity of mankind to the peaceful community of which he is a member. However if the victim belongs to a people with whom you have a peace treaty then blood money should be paid to his people as well as the person who caused the death should be freed from charge of murder on basis of his written affidavit assuring peaceful community of his commitment to peace and peace agreements. Anyone who is not sure about his role in case of peace and war situations he should turn to revelation of Allah to reflect upon, for Allah is able to make evident what He knows about people by results of their actions.
93) It is because any person who intentionally kills any person who is committed to working for peace, progress and prosperity of mankind his reward is anguish to live with it for rest of his life. He has moved himself away from the blissful program revealed by Allah so there awaits for such terrible painful suffering.
94) O you who claim to be committed to working for peace! When you go forth on campaigning trips for the mission of Allah investigate carefully before you attack any people merely on basis of unreliable information about them. Moreover say not to any people who welcome you with assurance of peace that you are not a peaceful people just so that you could attack and plunder them like bandits under false pretext like you used to before you accepted to live by constitution for peace. So follow plan of Allah instead because in following the plan of Allah faithfully is your peace, progress and prosperity. Remember that you yourselves were in the same state of affairs before you placed your trust in clear guidance from Allah. Allah has conferred His favours upon you in form of a divine program, constitution and law therefore make a thorough investigation before you attack a people pre-emptively merely on basis of rumours. For Allah is well capable of exposing all that you do, so do no harm to other because your ulterior motives will become exposed by your own actions.
In these verses rules of engagement are clarified that do as you like but within set limits of divine program, constitution and law. The law is same for all mankind. It favours none and supports only those who act according to it.
95) Those who stay put in their comfort zone and suffer not the hardship despite supporting the struggle from among those who claim to be committed to working for peace, progress and prosperity of mankind are not equal to those who take part in struggle for installing the constitution of Allah for the benefit of mankind with what they have and their persons. Allah makes participation of those who partake in struggle themselves with whatever they have more evident than those who do not. Though Allah promises a good reward for all as a community yet much greater reward from Allah awaits those who struggle for His set objective than for those who stay put,
96) heights of dignity from Him by way of removal of all ills and harms due to blissful revelation, for Allah protects mankind through His blissful revealed program when mankind act on it.
97) As for the people who oppress and suppress each other among themselves to whom come Our missionaries to fulfil Our promise they ask them, what is your state of affairs? The weaker of them reply, we are oppressed and suppressed in our land. They are told, was not the world of Allah spacious enough for you to migrate and go somewhere else to start a new life free from oppression and suppression? Such are the people who end up in painful suffering as keep their eyes shut as to what is going on all around them and react not to stop the harm and destruction when it begins from spreading till gradually it takes over them making their life hell and that is a terrible state of existence to be in.
This verse leaves one in no doubt that this universe is a closed loop system wherein it is people themselves who are to keep their eyes open and react as soon as anything goes wrong to correct it before it engulfs everyone. There is no sense in complaining once harm and destruction has taken over the entire community. The verse also tells us that people will always be in the world who will react at some point to correct things to set things back in balance after the disturbance. So fault is not only of those who oppress and suppress others but those who stay put and do nothing about it and that is why they end up in terrible state of affairs after a period of time.
98) Even though they let this entrapping happen to themselves yet the trapped people should have among them leaders and followers as an organised community despite having no means to migrate nor strength to escape
99) for Allah brings about means to help such people escape their suffering provided they play their part in this operation properly because Allah is generous in giving people time to correct their mistakes and remove their self inflicted ills and harms against each other.
100) Because any people who wish to make a move for installing the constitution of Allah they will find a very fertile ground that can home this constitution and abundant resources. Also any who leaves his home to move to live under constitution of Allah as installed by His messenger but fails to reach his destiny he is due his reward that Allah will make obvious as fruit of his deeds in due course, for Allah makes His protection for people evident through His blissful revealed program.
101) So when you have to go about in the land looking for a place for installing divine constitution, there is no harm in it for you if you contingently despatch forces for the training of warfare, especially when you fear that the warmongers against constitution for peace, progress and prosperity may attack you, since warmongers against constitution of Islam are your open enemies.
102) Therefore when you O prophet are with them leading them in new or refreshment training let one party of them commence the training session with you armed with their weapons. After they have completed their session, let them withdraw to take their formal position and let the other party who have not yet had their training session come forward to train with you, however let all of them be on their guard at all times armed with their tools and weapons. The enemies wish to see you neglect your sense of need for arms and training and your sense of responsibilities, so that they could suddenly attack to overpower you all in one go. However, there is no blame on you if you relax your attention to arms and training when environment is of calm and you have no worries for being attacked but you should still be on your guard appropriately. No doubt Allah will make evident the humiliating painful suffering that awaits for the enemies of peace, progress and prosperity.
103) Then when you have completed the armed training sessions then strive hard to think out ways for installing the constitution of Allah, establishing it and maintaining it on basis of your mutual brotherhood. And when you have accomplished this mission then establish regular training sessions. Surely training session are a must for those who are committed to working for peace, progress and prosperity according to a set out plan of action and a timetables,
104) so that you show no lack or weakness in pursuing the mission of peace, progress and prosperity and people who attack you. If this means you will suffer hardships then realise that they too will be suffering similar hardships to get what they want. Moreover you have the hope to receive reward from Allah while they do not. This is how Allah makes His wisdom obvious.
105) We have indeed revealed to you Our constitution for purpose of consistency so that you people could judge between people regarding their affairs in accordance to guidance Allah has shown you, so you people should never advocate for those who conspire to create wars
106) instead seek removal of problems and difficulties from between yourselves using guidance from Allah, for Allah protects mankind by drawing their attention towards solutions of their problems through His revelation.
107) So never act on behalf of those who conspire even against their own people due rivalry based mindset, for Allah supports not the treacherous people who oppose His guidance by their such actions.
108) Such may succeed a little while in hiding their crimes against humanity from the people but they cannot hide them from Allah who makes evident all that people do in due course. He is with them even when they plot by night in words that He does not approve. Allah encompasses all that they do and makes it obvious for people to see in time.
109) You people may advocate for their way of life in greed for things for yourselves just now but who will argue for them against law of Allah on the day when their way of life will be uprooted and replaced by rule of Allah or who will defend the harm and destruction they inflict on each other even now?
110) However if any people do any harm to other people or their own people but then seek protection through program of Allah by repenting and reforming, such people will find Allah protecting them through His revealed program for blissful life.
111) Surely any group of people who do any harm to any other people in actual fact do it against its own people because what they send round comes round, that is how Allah make evident His wisdom for mankind.
112) Moreover if any people commit a crime and put blame on another people, such a group should indeed bear the burden of false accusation as well as of intentional harm to its victims.
113) Had Allah not blessed you people with His guidance, a group of people was determined to mislead you. They can misled none but people who listen to them and follow them blindly but they cannot do you any harm at all because Allah has revealed to you people the book and the wisdom thereby He taught you that which you knew not, great indeed is the guidance of Allah for blessing you with peace by way of unity and progress through cooperation towards prosperity.
114) There is no benefit for humanity in most of the secret consultations between people because of conspiracies against what is beneficial for mankind, however they are beneficial if they are for fulfilling divine objectives or for benefiting humanity or for reconciliation among people to unite them for peace, progress and prosperity. Any people who do this seeking fulfilment of Allah’s program will soon be rewarded greatly.
115) And any party that conspires for hostility against the messenger after the guidance from Allah has been plainly conveyed to it and follows a path other than that of the properly guided people, We shall leave it on that path it has chosen for itself and let it land in life of painful suffering, which is a terrible state of existence to be in.
116) Surely Allah removes not rivalry, hatred and animosity from between such people who take for rulers those who oppose His sovereignty but He does remove hatred, rivalry, animosities and conflicts from among those who desire all that by taking actions to be consistent with His program, constitution and law for the benefit of themselves as communities. For any people that commit to rule of other than Allah, such a people have indeed gone far away from the path that is proper for removing conflicts and leads to life of peace, progress and prosperity.
This verse very clearly tells mankind that Allah will not protect such people who decide to live by rule of any other than Allah but He will protect all others no matter whatever other mistakes they make as human beings. It is because so long as one is firmly founded and makes odd mistakes one is taken care of by the system in place and the people one lives among as part of large brotherhood. In a community lots of things can go wrong for individuals and groups but so long as community sticks together and those who can they help out as much as they can then community remains robust but if community is not there then such people if fall in trouble all others fall on that person as vultures to grab whatever they can of the fallen person and no one tries to put that person back on his feet. This is why people who truly understand the divine message and act upon it cannot fail. On the other living outside the law of God only brings troubles.
117) They invite against constitution of Allah to nothing but baseless ideologies and practices that harm and weaken humanity because they hold people back from progress and that is why they call to nothing but slavery of harmful and destructive administration and leadership
Word INAASAN is not about idol worship because the Quran is not a book of religious worship and ritualism but this word here simply conveys the idea of being like idols. A person who is stagnant and stuck in the rut ideologically, in attitude or behaviour ie not moving with time as one should in order to survive and prosper. Mentally and physically captivated by false beliefs and rituals. Since idol worship is based on that foundation hence the same word is used for idols as well because they are lifeless and do not move nor can be motivated to move. Nations that do not move with time are called dead nations or idol worshipper cannot be any better than the idols they worship. It is not on par with dignity of humanity that it should fall before anything even symbolically because there is nothing equal to humanity let alone better than humanity in this entire universe. This is why Allah does not like it when man acts like worse than an animal because he did not create him to think like that or to behave that way.
118) the one that is far from being based upon program, constitution and law of Allah. Moreover such an administration or leadership has a declared goal that I will frustrate a major portion of the human community and turn them into zombies bereft of awareness of their purpose of existence and make them accomplish my objectives.
The leadership that comes about among opponents of divine program uses and abuse people by giving them false hopes and raising in them false ambitions and desires in order to keep them away from divine program. This is basis of divide and rule using state and religion mechanisms to push out divine program, constitution and law. The people who are looking for power and dignity this way are condemned by God because they are behaving below the dignity of a human. By disrespect a human being in form of use and abuse a person falls in his own rank because one is only debasing oneself. It is because both belong to same kind or species and if one of them is pushed down by the other then both lose dignity, one for abusing and other for accepting the abuse. This is why, when any human being does anything wrong to any other human being, the rest must stop him from that or they all lose dignity as human beings. Even today biological evolution of man is not complete let alone psychological and sociological evolution of man that has yet to reach its zenith. However, development continues and will continue for many, many generations yet because man is nowhere near his goal of managing the universe yet. In fact there are so many human beings still worshipping idols in 21st century and looking for favours of dead in the graves. Not at all sign of grandeur of humanity.
119) I will lead them away from Your program, constitution and law with harmful and destructive ambitions and desires and convince them to treat each other in ways that hinder their peaceful, progressive and prosperous existence. I will inspire them to change the conduct inspired by Allah in a way that leads them to harm and destruction. Therefore whichever people take the path of harmful and destructive leadership against Allah's program, constitution and law is surely bound for manifest loss.
120) The harmful and destructive leadership makes them promises to implant in them harmful ambitions and destructive desires, surely the harmful and destructive leadership makes them promises only to give them false hopes.
121) The end in which such people who follow it will land is painful suffering whereof they will find no way to escape unless they come back to right path and patch up things through reformation.
122) However, those who claim to be committed to working for peace, progress and prosperity of mankind and they take actions to clear up obstacles in the way of mankind towards peace, We will soon land them into blissful kingdoms in which livelihood flows like rivers to live therein for as long as they remain committed to Our program for them. This is a promise of Allah that surely stands as good as confirmed because who can speak such self evident truth other than Allah?
123) Say to those who live their lives against the program, the constitution and the law of Allah, neither according to your desires nor those of the people of the book the results of your actions will be determined by universal law of consequences that whichever administration or community will do harm to others will end up with harming itself and such an administration or community will find none to protect or help it against set universal laws of Allah.
124) Also whichever administration and community will take actions that are beneficial for mankind regardless it is large or small provided it remains committed to working for peace, progress and prosperity of mankind it will indeed enter blissful kingdom because its people will not harm each other even in the least.
The main reason according to the Quran for failure of a community is its mindset, attitude and behaviour based on rivalry based division leading oppression and suppression, injustice and unfairness, cruelty and animosity. If all this is driven out of the community then community can direct its attention towards peace, progress and prosperity of the community however, this needs people who are alive and being alive is not possible for a people unless they educate themselves and be aware of things instead of taking each day as it comes having no plans for the future. In other words living like dead is no way progress and prosperity. The only thing that can motivate people to do better is will to survive and if that will is not there then a person or a nation cannot be motivated at all. Mankind have only and only two things that motivate them a)basic instinct to survive and b)be motivation by revelation. The basic instinct depends upon what a person likes to have or do. If one realises that one cannot have or do what one likes then the major factor that motivates a person is lost. So a person ends up in depression after loss of all hope. This is major reason for people for committing suicide because they feel odds are stacked against them and they cannot win.
The only other thing that can help people is divine revelation. But again if it is misinterpreted and misrepresented to people then it fails to motivate people the right way and instead creates more problem than solutions. This is why religious dogmatic beliefs based on blind faith and ritualism and those who promote them and use them to use and abuse masses thereby spreading ignorance at massive scale and demotivate mankind are condemned by the Quran in so many verses. People are told to wake up and learn to be sensible enough to realise where they are taken by their leadership as a community. The questioning and scrutiny of each and every idea and course of action is encouraged so much so that one is told to think out the end result of what one believes and acts upon. Only if the end result leads individual and the community to better end then one is treading the right path and the way otherwise one must change the course before it is too late.
125) And which people can be better at following the proper course of action than the ones that commit to goal of peace, progress and prosperity for mankind according to the program, constitution and law of Allah because such a people work for the benefit of humanity and that is how such people prove to be consistent in deeds with community spirit of Abraham the upright one, whom Allah chose to be His role model for the mankind?
126) So be aware that to Allah belongs all that is in the heavens and in the earth and Allah manages everything by His set out laws.
Again and again the Quran tells people to pay attention to laws of nature to see how things work like a clock work, showing clearly that universe is a closed loop system. It is self contain and mankind are also placed here to learn and self program and gain on the universe. Mankind is not created to sit idle singing meaningless praises of their creator but get up and go ie learn things, think them through and do things and learn from that and do till the goal is established ie till the humanity is able to manage and lookafter the universe. Only through self awareness humanity can truly recognise and appreciate its creator and that is not possible at all unless mankind think and be creative. If we seriously look at it, each and everything we do is an art. Sitting, standing, talking , walking etc etc. The best among people are only those who express themselves in line with what is appropriate or fits the need at the time best for the good of mankind.
127) As appropriate administration is vital for peace, progress and prosperity of a community that is why people will seek of you guidance regarding recruitments and appointments in administrations of communities. Tell them, Allah advises you about individuals of the communities whom you take on as trainees for administrations as is recited to you in His book that you should not give those whom you desire to involve in administrative work once they have completed their training and are ready their full legal responsibilities and rights yet. He instructs you specifically regarding appropriate nurturing and treatment of these individuals even though you should stand firm for just treatment of all individuals in the human community. Beware! Whatever good you do Allah surely makes it obvious by its results.
128) However in case a community becomes concerned about its administration going beyond its constitutional rights or moving away from its constitutional responsibilities, there should be no obstacle in both the parties agreeing upon terms and procedures for putting things back on track between them, after all compromise is better to bring and keep people together. Also it should be kept in mind that greed for more is present in human nature therefore if you show generosity towards each other and be consistent in your dealings with each other then Allah is aware of all that you do and He will reward you accordingly in due course.
129) As it is not always possible for you the people to keep consistency between all your administrations and communities or people in matters of justice and fairness even though you would want to but so long as you do not uplift one to the extent that you end up pushing down the other you should be alright if you work out an overall mutually beneficial understanding and be consistent with it, for Allah too is surely generous in His compassion to facilitate betterment for you.
130) This is how if the parties disagree Allah provides ample solutions for vast amount of problems, for Allah takes care of all affairs by way of His vast amount of wisdom
131) as to Allah belongs all that is in the heavens and in the earth to take care of. This is why We directed the people of the book before you and now advise you also to be consistent with program, constitution ans laws of Allah when you deal with each other, because if you go against all this then be warned that it will prove harmful and destructive for you as to Allah belongs all that is in the heavens and in the earth so He knows what He is telling you and Allah has no ulterior motives because He is self-sufficient to whom alone belongs sovereignty of this entire kingdom of the universe.
132) Because to Allah belongs all that is in the heavens and in the earth so laws of Allah are sufficient to deal with all affairs therefore you too should work according to His program, constitution and laws.
133) If it was His plan to destroy you the people and bring in your place some other creatures then He could have destroyed you all and brought other things in your place because Allah had the power to do so but this was not His purpose for creating you rather He desired that you live by His book so that you stay safe and prosper.
134) So any people who desire the good things of this life as a result of their course of actions should know that in acting according to the program, constitution and law of Allah alone rests the reward of good things for the present life as well as for the future life and that is why Allah makes mankind all aware and all alert to act properly.
135) Therefore O you who claim to be committed to working for peace, progress and prosperity of mankind! Be firmly based upon proper justice and fairness as an exemplary administration truly based upon program, constitution and law of Allah for others to see even if you are opposed by your own community or your parent administrations and related communities. It should matter not whether the party is rich or poor, powerful or weak because program of Allah alone is the protector of them both. So let not your harmful and destructive ambitions and desires move you away from justice and fairness. Should you contravene true justice or fail to deliver it then remember that Allah is fully aware of all that you do and He is able to expose your motives through results of your own misdeeds before people in due course.
136) O you who claim to be committed to working for peace, progress and prosperity of mankind! Strive for peace, progress and prosperity of mankind according to program, constitution and law of Allah along with His messenger according to the book He has revealed to this messenger as well as according to the scriptures He sent before this. So any people who oppose program, constitution and law of Allah by opposing His administrators, His scriptures, His messengers for the end goal have strayed far from the path that is proper.
137) As for those who claim to commit to working for peace, progress and prosperity of mankind yet work for war and destruction then again claim to commit to working for peace, progress and prosperity of humanity and yet again work for war and destruction then go on increasing in their efforts in that direction, Allah will neither protect them from the ill results of their own actions nor without their own sincere efforts for guidance guide them to the way that is proper
138) instead announce the painful suffering for such hypocrites as the consequence of their transgressions against each other.
139) Those who take the rejecters and opposers of Our program, constitution and law as their leaders instead of those who are truly committed to installation of Our program, constitution and law, are they seeking dignified life through their rule whose sole aim is harm and destruction thereby disgrace and humiliation of humanity whereas dignity and honour for humanity in its entirety only rests in acting upon dignifying program, constitution and law of Allah alone?
This verse tells people to choose their leaders carefully because true leader is only such a person who lives for betterment of humanity and not a predator and a rival who is only looking for leadership for his own selfish reasons and once he gets what he wants then that is the end of the friendship. Antisocial person or people have no community spirit and that is why they are antisocial. This however does not mean the message should not be delivered to such people to invite them to better way of living. Anyone can change at any time it is only matter of when something makes sense to someone. People and nations do change minds many times in their life time because there is far too much confusion in the world due to lack of peoples’ interest in educating themselves about things that really matter. The message of the Quran is leave door always open for all people to join the Muslim community but if they do not or keep changing their minds then let them do so but remain aware of what is going on because conspiracies could be at work by antisocial elements.
140) He has already revealed for you in the book that when you hear goals and guidelines of Allah set for you being attacked and disdained by people due to their ignorance, you must not sit idle listening to them but engage them in a proper dialogue properly unless they decline the engagement as otherwise you too are acting like them ignorant not using Allah's guidance to guide them. Be warned that Allah has set laws to gather together the secret opposers of His guidance and the open opposers of it in life of pain and suffering.
141) The secret opposers from within are the ones who wait and see which way the wind blows, the opportunists. If program, constitution and law of Allah open the way to peace, progress and prosperity for you, they claim the credit for it before you saying, were we not with you to help you achieve this? And if the opposers of Our program, constitution and law gain upper hand, they claim credit before them saying, were we not strong opponents against you yet we protected you from the people committed to working for peace, progress and prosperity by conspiring against them thereby did not let them succeed against you? Allah will make His decision evident between you and them on the day when people will rise up against harmful and destructive ruling elite and their supporters. Surely Allah will not let opposers of His program, constitution and law triumph over those who fully support its installation.
142) Surely the hypocrites try to undermine the struggle for the installation of the program, constitution and law of Allah but He lets them thereby expose themselves, watch how they struggle for the installation of Our system of rule, they go along with the struggle reluctantly merely to be seen by the masses to deceive them because they really do not support the idea of living by revelation of Allah even the least.
143) It is because they are ignorant so they are confused therefore they keep changing their minds, belonging neither to one side or the other. It is because whom Allah finds straying himself due to lack of effort for educating oneself, for such you the people cannot find the way.
144) Therefore O you who claim to be committed to working for peace, progress and prosperity of mankind, do not choose those who oppose installation of Our program, constitution and law as your leaders against those who are truly committed to working for peace and are struggling for installation of divine program, constitution and law for the benefit of mankind. Would you be foolish enough to furnish Allah with clear proofs against yourselves by acting against His advice?
145) Surely the secret opposers of struggle for installation of Our program, constitution and law in the world are fallen to the lowest degree in morality in kindling the fire of hatred between people so you will not find any helper for them to drag them out of there other than their own effort to learn.
146) However, those of them who repent and reform and hold fast onto program, constitution and law of Allah for their true protection and become sincere supporters of struggle for installation of rule of Allah in the world then they are to be considered part of those who are truly committed to working for peace, progress and prosperity of mankind and are actually struggling for it. That is why Allah will soon grant those committed to working for peace, progress and prosperity of mankind a mighty outcome as a reward.
147) Just think for about it, why would Allah leave any of you to painful suffering if you were all consistent with each other and were working for peace, progress and prosperity of mankind? For Allah through His blissful revelation ensures success of those consistent in their efforts to better their world.
148) Allah does not approve even the hurtful use of words between people let alone their harmful and destructive actions against each other unless one is hurt without justification and steps have to be taken by the administration to redress the balance. Therefore inflict no harm on each other because Allah is all aware so He makes evident the results of peoples’ actions in due course so do things to benefit each other so that you do not have to regret your actions.
149) Whether you benefit each other openly or in private or stop each other from inflicting any harm on each other, it is all because Allah put measures in place to protect you the mankind from any harm that could destroy you as a result of your own actions.
This verse tells us about closed loop universe which is protected in such a way that if anything causes things to go wrong it reacts to correct itself back to its workable range at least. Same is true about humanity that if some people take humanity the wrong way the rest react to bring it back within the workable range whereby mankind could continue their existence at least. The revelation is there to inform mankind about the laws of nature as well laws for people to abide by so that interaction between people could lead mankind towards better world bit by bit depending on what people make of the revelation.
150) It is always the case that those who reject and oppose the installation of program, constitution and law of Allah through His messengers also plot to cause inconsistency between the program, constitution and law of Allah and His messengers by urging each other to accept some of it that suits us and reject other that does not suit our purpose, that is how they create a middle way between rule of Allah and rule of harmful and destructive rulers through their priests.
This verse is very clear about people who separate God and mankind by creating divisions on basis of state and religion in order to remove the role of God as a sovereign and his right to rule his own world through his book. If a state is not based on true moral basis then it can never ensure proper freedom of thought and expression, proper justice and fairness, proper kindness and brotherhood of its people, so peace, progress and prosperity of people suffers severely. It is because then power lies in the hands of a tiny minority and they make laws in their own favour for using and abusing others. However, the end results of doing that is, none is free of regrets, worries and anxiety due unnecessary rivalries that are set up or come into play.
151) Such people are in actual fact rejecters and opposers of the rule according to Our constitution but We envisage awaiting for such rejecters and opposers of Our rule humiliating painful suffering as result of their own course of actions.
152) As for those who commit to working for peace, progress and prosperity of mankind through installation of constitution of Allah along with His messengers and do not create any conflict between people involved in struggle, We soon give them their due rewards in shape of blissful kingdom and that is how Allah bestows peace, progress and prosperity on people by way of His revealed program as His blessing for mankind.
153) For that reason the people of the book demanded of you that you give them the divine constitution though they made a yet greater demand of Moses than this that they asked him, show us Allah’s constitution clearly in action because at length after Joseph they were taken over by gloom due to inflicting harm and destruction upon each other as they became involved in make beliefs and ritualism after clear goal and guidelines have had come to them and that is how they contravened the divine constitution. However We relieved them of their ignorance and troubles by giving Moses the guidance manifest.
Verses like this again and again tell us that God only helps people through his revelation to educate and inspire people into action to do better for themselves. However, mankind do not like to leave their comfort zone and keep going back to their comfort zone rather than making head way. When most people decide to stay the way they are in a community peace, progress and prosperity cannot come about unless people are forced in to action by their instincts for survival. This is the main reason for success of capitalism based secularism and power politics. Those who want to live or die get what they want and rest are not bothered and that is the main reason why world is the way it is. When this strangles humanity after some generations, bloody revolutions come about that change things a bit and things start all over again and again because humanity has not yet realised that it has no choice but to leave its comfort zone and become active. Rich sit idle by using others to work for them and poor look for easy solutions of their problems by running to holy magic men rather than putting effort in education and sensible hard work. This is how humanity loses out at both ends because a lot of manpower becomes wasted. Leaders do not have ability to manage people and resources properly so all live a life of pain and suffering, regrets, worries and anxiety. The Quranic text discusses everything that mankind need to think about and do. Again and again it makes clear that it is not a religious holy book for worship of God. It is about knowing oneself and the rest of things and the world as well as God. In short the Quran is more about humanity itself than God. It had to be this way because it is not God that need help mankind but humanity that needed help of God to rise from its simplest state of existence to its full potential.
154) It is because We bound them together as a community through obligations for each other by way of imposing upon them Our program, constitution and law and We said to them, enter the gate of peace, progress and prosperity submitting to Our program in word and action and We said to them, transgress not the limit set by Our constitution and We took of them a firm pledge under oath.
The Quran leaves mankind in no doubt that, human problems can only and only be solved by people working to their full ability according to the Quranic program. This is why Surah one is not only an introduction of God what God requires of mankind but is an agreement or a covenant between God and mankind. The idea is that to provide all mankind will ever need is responsibility of God which he has fulfilled and that mankind will have to act on it to get a peaceful, progressive and prosperous life. In a way Surah one is reminder of divine agreement each time people read it. This is why it is said that this Surah is solution for all problems. Not in the sense that people sit on a mat and keep reciting this Surah and all their problems will solved magically but that once they become aware of what they ought to do thye get up and get on with it.
155) Yet they breached their contract with Us and rejected the terms and condition and obligations to each other as were set for them by Allah and instead they fought with their messenger without any reasonable justification. Despite doing all this they claim, our brains are full of knowledge. Nay, they are not! rather all the evidence is to the contrary that Allah has let them box in their brains as if in sealed containers due to their habitual persistent opposition to His program, constitution and law because of their holding onto their make beliefs and ritualism. For the same reason they commit not to working for peace, progress and prosperity of mankind even today save a minority.
Again and again mankind breach their contract with Allah by not doing things the way Allah advises people to do. It is because all this requires constantly very hard work which people rather not do due to being ignorant and lazy as well as crazy. Crazy because they look for magical solutions for their problems of daily living when they themselves should be able to clearly see that universal realities do not work magically. They need real planning and action by people themselves. The holy men people go to do not get their own daily life problems solved magically so how can they get their problems solved? Also those who have become a bit clever are trying hard to deceive others particularly simple minded people through make beliefs on one hand by trying to mystify everything more and more for simple minded people and on the other through more and more complex and sophisticated use and abuse based political and economic ideologies, systems, structures, procedures and practices. This being the state of human minds in 21st century, we will have to wait for a very long time yet to see a better mindset, attitude and behaviour. This is why the Quran clearly states it cannot guide any people who have such mindsets, attitudes and behaviours. It is because these people are not looking for solutions of their real problems properly instead they are looking for ways to create more and more problems for each other so that more and more people go crazy and give up hope for any proper solution ever. No wonder then Allah leaves people to their own devices and consequences of their own actions if that is what they choose.
156) Due to their rejection and opposition to Our rule by way of levelling a grave false accusations against the community of Mariam.
The question is, what was the grave accusation against the community of Mariam? It was about adulteration of divine message with its own invented ideas ie these Jewish tribal chiefs and priests accused the community that took on the task of reformation of the whole Jewish community of falsehood. As is the case even today that all ruling classes and priestly classes and their backers the moneylenders accuse those people of falsehood who are actually telling masses the truth about the divine message. The same happened in time of Jesus that his opponents accused him of spreading misinterpretations of the truly divine scriptures in the name of God. The sectarian mullahs are very good at shutting people up by issuing baseless fatwas against them and their lazy and crazy followers are only too happy to carry out their wishes in order to gain easy access to paradise. It is not going to work as education takes root more and more but yes, there is no lack of such people who will do anything for quick and easy entry into paradise knowing not that they may as well have to regret this in the end for acting against a person who is approved by God himself because the person could prove his case.
157) And due to their false claim that we defeated the defender and saviour Jesus the successive leader of community of Mariam the messenger of Allah. The fact is, they defeated him not, nor they managed to get hold of him instead they are in a confusion about this whole affair. So those who dispute as to what really happened are surely in doubt about him. They have no real knowledge rather they follow nothing but conjectures, certainly they defeated him not,
158) no, not at all, instead Allah raised him in dignity due to success of His mission because Allah is the mighty wise ruler of the kingdom of this universe.
159) So there should not be any of the leading figures from among the people of the book but one should commit oneself to working for peace, progress and prosperity of mankind according to His program before his demise and that is how such a person should bear witness before the masses of the people of the book.
160) It is because of the transgression of the leadership of those who claim to be Jewish against Our program, constitution and law that We let them suffer the consequences by way of letting their priests make unlawful for them that which was beneficial therefore lawful for them as well as due to their misleading of many people from the way of Allah,
161) and due to their hoarding of things for profiteering of others despite the prohibition as well as due to their cheating others out of their rights and not fulfilling their responsibilities to each other. That is how We let those who opposed Our program, constitution and law prepare their own way to painful suffering.
These verses should leave one in no doubt that throughout the Quran main thread is concerning going about things by the book if any people want to succeed in life and failure cannot be avoided otherwise. However there is a set bottom line below which things cannot go no matter what. The world must keep making progress no matter how small these steps may be by mankind despite all things that humanity does wrong. The Quran and all divine scriptures before it and messengers always encouraged the right way to go about things. It is important that people themselves keep their leadership in check all the time so that they are not misled by it. The Quran clearly states that communities too should keep each other in check to keep each other on the right course, which is peace, progress and prosperity for mankind.
162) On the contrary those from among them who were well grounded in knowledge of Our program, constitution and law therefore were committed to working for peace, progress and prosperity of mankind then and they are still striving for peace, progress and prosperity of mankind on the basis of what is revealed to you and what was revealed to messengers before you to install and establish divine system of rule in order to attain freedom from all conflicts from between mankind, because they are committed to working for peace, progress and prosperity of mankind according to program of Allah for the better end result for mankind. Such are the ones who are bound to end up with a great blissful kingdom as a result of their great works.
163) Indeed We have sent revelation to you just as We sent to Noah and the messengers who came after him. We also sent revelations to Abraham, Ishmael, Isaac, Jacob, his ideological descendants such as Jesus, Job, Jonah, Aaron and Solomon, and to David We gave the Zuboor.
164) Also to the messengers We have mentioned to you and the messengers We have not mentioned to you and to Moses likewise Allah spoke directly.
165) All Our messengers conveyed beneficial program for mankind and warned mankind from going against the program so the mankind have no reason to oppose Our plan after coming of Our messengers to them because the plan proves clearly that Allah is indeed a mighty and wise ruler of this universe.
166) This is why Allah bears witness that what He has sent to you, He has sent it to make evident to you the mankind His plan and so do make it evident those charged with missionary task and sufficient is testimony of Allah as a proof for mankind to accept it as His program, constitution and law to act upon and benefit from.
167) Surely those who reject and oppose installation of Our program, constitution and law and hinder others from following the proper path of rule of law by Allah, they have indeed strayed far away from the path of life that is proper.
168) Allah will neither free those people of their troubles who oppose installation of His program, constitution and law and act against it as the consequences of their actions nor lead them to the way
169) other than the one chosen by themselves that will land them in painful suffering wherein they will remain for as long as they live unless they repent and reform and this is a matter that is straight forward as far as Allah is concerned.
170) O you the mankind! There indeed has come to you the messenger with proof from your Creator and Sustainer therefore commit to working for peace, progress and prosperity of mankind by supporting him so that things could be better for you. But if you reject and oppose His advice then you will not have proper peace and progress nor will you properly prosper because to Allah belongs all that is in the heavens and in the earth and Allah knows how to run all affairs wisely.
171) O people of the book! Add not to your revealed way of life baseless ideas and practices and claim nothing about Allah save that which is based upon clear proof from Him. Surely the defender and saviour, Jesus the fort of Mariam community was no more than a messenger of Allah and His mouthpiece which He sent to community of Mariam as a motivational force from Him. So commit to working for peace, progress and prosperity of mankind according to program, constitution and law of Allah via His messengers and proclaim not the make beliefs rather stay away from that because that will be beneficial for you. Surely Allah alone is the only sovereign of this universe. He is constantly at work needing no successor to take care of things. To Him belongs all that is in the heavens and in the earth yet Allah alone is sufficient as a disposer of all affairs needing no assistant.
The word SALAASA in this verse does not mean trinity but information that is gotten through a third person or hearsay account or in the Quranic context make beliefs that people invent as part of dogmatic religious creeds etc. This verse very clearly condemns make beliefs and ritualistic practices people have invented in the name of God but there is no proof about them in divine revelations because they are more about how people ought to live their lives properly. Make beliefs and rituals based upon them take people away from things people need to learn and do for living and that causes a lot of damage in communities hence the reason the Quran condemns such thing in order to alert and prevent humanity from getting hurt by things like this. Nonetheless superstition, supernaturalism, mysteries and myths are playing a huge part in the world even today and are cause of terrible painful suffering of great number of human beings in the world, not only in the backward countries but in the backward communities even in the first world countries also.
172) Never did the Messiah show arrogance in serving humanity according to program, constitution and law of Allah nor do the missionaries who are properly attached to the mission, and whoever shows arrogance in serving humanity according to His constitution due to haughtiness such will ultimately be gathered together on that basis to suffer the consequences of their actions.
This verse tells mankind that ultimately time will come when people who love being part of human community will come together and likewise will come together all those who are enemies of human community. Those who have community spirit alive will all be happy with each other appreciating each other for being helpful in building the community but those who use and abuse each other when they will come together, they will do to each other what they will be used to doing and result will be terrible painful suffering for all of them by their own hands. Something people need to think about seriously and change themselves if they are on the wrong side of the fence.
173) As to those who commit to working for peace, progress and prosperity of mankind and facilitate the path for peace, progress and prosperity of humanity by removing obstacles from the way, He will join them with their due rewards of unity and give them more than their due from Himself but He will let remain in painful suffering those who earn it because they are disdainful and arrogant and they will find none to protect or help them against set laws of Allah.
Again it is said that universal set laws of Allah must be kept in mind and all must work keeping their eyes firmly at the end results of their courses of actions. It is not possible that people sow wheat and they reap corn. It is not possible that you plant apple trees but you get oranges from them as their fruit. Moreover only beneficial works that are done properly, lead to beneficial results.
174) O you the mankind! There has come to you indeed a convincing proof from your Creator and Sustainer because We have sent to you a glorious torch of knowledge to lighten up the path of peace, progress and prosperity for you.
175) So those who commit to working for peace, progress and prosperity of mankind by holding fast onto it by their actions, He will soon cover them up with His blessings in abundance and will keep leading them along the path that is firmly founded.
176) Therefore you will be asked about everything relating communities and administrations. Say, Allah advises you about everything regarding communities and administrations. Even in case an administration is wound up because it has no people to look after but has a sister administration then half of its rights and responsibilities should become its rights and responsibilities while the other half will be for the mother administration. That is how its supporting administration will inherit its rights and responsibilities in case there is no community to manage. If there were two sister administration then two thirds of rights and responsibilities will go to two sisters and the one third to their mother administration. However if an administration worked with more than two administrations and communities then the share of rights and responsibilities for each administration will be equal to that of two communities. Thus Allah makes His commandments clear to you lest you err, that is how Allah makes obvious everything.
