bleaching shouldn't be a problem, it's very common practice to bleach facial hair if it's darkish in colour but otherwise fine hairs and if you have fair skin. asian women often think we're the only one with these problems but you'll prob find that most white women with brown or black hair bleach their faces/upper lips as well. if you can get away with it, it's a much better idea than plucking/threading/waxing the face as any of these root removal methods will just promote thicker hair growth in this area.
back to bleaching though, it will make the hairs blond and much less noticeable and therefore make your face look a bit brighter. it's not the same bleach that's used to lighten skin, so you don't need to worry about that. you should be able to find it in the drugstore/chemist, it's usually called 'facial hair lightener'. get some and try it out, if you don't like it your hair will gradually turn back to it's normal colour anyway (within a few weeks).
