Very different voices coming from PoK vs Jammu & Kashmir. Kashmiris in India have full rights as Indian citizens, and then some. Looks like that’s not happening in PoK.

Senge Hasnan Sering — activist and president of the Institute for Gilgit Baltistan Studies (IGBS) demanded that India intervene in the violation of human rights in PoK and open the Kargil border to ensure that divided families meet their ancestors in India. The IGBS is headquartered out of Washington D.C. and works for the betterment of the people of Gilgit Baltistan located in Pakistan occupied Kashmir (PoK). Mr Sering is in the city to deliver lectures at IIT Powai and other educational institutes. Speaking to The Asian Age on Thursday Mr Sering said that if the Indian government did not insist on making the Line of Control (LoC) with Pakistan permanent, the people would be in favour of becoming part of India and not Pakistan.
**“There is a feeling in Gilgit Baltistan that the region should get the status of an independent country. In an indirect way, India is responsible for this feeling. We want to be a part of India but the Indian government is considering making the LoC an international border,” said Mr Sering.
**“According to Pakistan’s Political Party law, no political party can work in PoK. In Gilgit Baltistan however, all major political parties are working,” he added.
Born in Skardu in Gilgit, Mr Sering completed his studies in Pakistan and secured US citizenship in 2008. He attended a seminar on international terrorism in Jaipur before landing in Mumbai.
“Pakistan Prime Minister Nawaz Sharif visited Gilgit Baltistan on Wednesday as part of the election preparations. It is a violation of the UN pact. We do present our side to the UN but nothing has been done so far,” Mr Sering said.
Asked what would happen if the elections were held as per schedule, he replied, “The locals will take part in the election as they did in the past. The sad part is the candidates have to submit an affidavit mentioning that they will be loyal to Pakistan if elected. **We don’t have the right to elect our own representatives in Pakistan’s Parliament. We don’t have a judiciary and constitutional rights. The region is run by the executive orders of the Minister for Kashmir Affairs from Islamabad. We are not Pakistani citizens as Pakistan has announced it is a disputed region.”
**Mr Sering expressed concern that these things were having a negative impact on the development of the region where there were no medical, engineering or other colleges. People did not have the right to raise their voice against injustice and if anybody dared, he/she would be sentenced to life imprisonment under charges of sedition. “We are fighting for our own flag, constitution and courts. We want to get rid of Pakistan. All sections of the society, including the Shias and Sunnis are united on this issue. If the LoC is made permanent, our movement will come to an end,” he said. “If India opens up the Kargil-Skardu road, it would open up avenues for international trade,” he added.

I can’t comment on what they say but** nothing’s further from the truth. People of GB want what Indian Kashmiris have – membership of parliament, special status, democratic rights, right to choose our own government, etc. Even pro-Pakistani leaders, talk about how Indian Kashmiris have both special status and benefits of Indian judicial, political and economic institutions.**

So how does the average local from GB see this as?

The people in GB are tired of being treated like Pakistan’s colony. It uses our resources but doesn’t give any rights to locals. Forget rights, persecution fills us with fear. Even the mention of creating special enclaves for Kashmiri Pandits has led to so much outrage, in GB we’ve so much unquestioned Pakistani influx. We live in a state of siege.

Much of this persecution is also perpetuated through non-state players?**

Yes. In the recent past sectarian attacks have increased manifold in GB. As the Pakistan state weakens, the Pakistani military is increasing Islamisation through the Jamat-e-Islami, Taliban, Lashkar-e-Dawat, Lashkar-e-Taiba and Lashkar-e-Janghwi to enhance strategic interests. These Takfiri groups hate Shias who face persecution along with Christians, Ahmadis and Hindus.

What is your view on the huge Chinese investment in GB?**

Since the building of the Karakoram Highway in 1966, China has steadily been increasing its stranglehold on GB. The Chinese see the region as their access way to link to Muslim countries. Once it reaches the Gwadar port, the Persian Gulf is not too far away.

Are locals happy with such Chinese presence?**

What choice do they have? Given how miserably Pakistan has failed in providing us with connectivity, this is seen as a good thing. There are major issues with the Chinese over mineral exploration, land compensation and who controls the revenue and the royalties of the dams. And it not like we’re getting jobs. Chinese bring their own labourers and locals are not given work. This is resented.

The list of foreign powers wanting to dabble in GB is long**

Every major player in the world is aware of GB’s location and its geo-strategic interest. India China, the EU, UK, US, Russia as well as Saudi Arabia and Iran. The Indonesians, Japanese and Koreans are making their own moves along with the Australians. Currently of course its China which is benefitting the maximum from GB.

Does India have role to play?**

Of course, it does. Its baffling why it chooses to just play a wait-and-watch game. No one’s asking India to go to war with Pakistan. But it just can’t sit and hope for things to work out. As Pakistan gets Talibanised, it will bear the brunt. India should act before the fire of radicalism reaches it. Either partner with people of GB or work with the international community as well actors like Iran which has an interest in countering Taliban.

Constitutionally I’m Indian. India should either forget us or do something. For 60 years we have been physically in control of Pakistan while India has constitutional capacity. How long can we live like this?

I invite you to visit GB in person and see the persecution and “siege” of the local population first hand.

I can assure you that 80% of what he is saying is utter BS.

20% is correct and those issues can easily be resolved politically.

I could reciprocate your invitation and ask you to visit Kashmir, and you will realize that the flames of "azaadi" are fanned from across the border. Neutralize the terrorist groups operating from Pakistan and stop supporting terrorism in India and we will see how long this lasts. This independence struggle won’t survive without the continuous infiltration of terrorists from Pakistan.

If there are several intellectuals, locals, professionals, politicians, etc from that area who are actively involved in advocacy for separation from Pakistan, then we should take them seriously.

This guy’s ‘think tank’ doesn’t even have a website. He doesn’t have a job. All he is doing is talking to Indian media and making money.
