This is a tough one for me. Normally I'd say why not let the person wear what she wants within limits of decorum.

But picture this - it's germany, the kids in the class all come from families very very different from a hijab'ed teachers. How will the parents be confident that the teacher can understand what drives these kids, what's going on in their families that an affect learning etc? Particularly after knowing this person refuses to compromise even on mere symbols?

For more senior levels (such as college level) the students have developed enough to understand what they can emulate and what they need to know and tolerate as 'different' but at very young age, this could be a problem.

I think it's also a question of how common hijabs and turbans etc are for where these kids live.

All considered therefore, I'd say in this case, the interests of the kids come before that of the religious symbolism of the hijab. The would be teacher should revaluate if teaching kids in germany is more important for her or the mere symboilism of hijab.
