Yes you can. The municipality can decide not to sell you the land. They don’t need to give a reason for that. The land is used at the best judgment of the council. They decide what can and can not be done. They can simply state that there is no reason for the extension or it violates open space codes. I am not sure about France but I know Switzerland and Austria require a certain portion of each building to be “green”. Like in Pakistan it was 30% now its 10%.

Are you bound to buy land from municipality ? You cannot buy from private party , cannot buy a building to turn it into Majid. In US many churches were bought by Muslims to turn them into Masajids.
