it was rain in Chitral (KP). I think you get flooding due to kashmir in punjab and sindh.
Of course, you’ll need multiple strategies like dams, barrages, cleaning up of canals, trees and also maintenance of mangroves to prevent further salt water intrusion from arabian sea.
