I think the Americans have a different definition too.
There's a huge difference between cheeky banter and trying to get into someone's pants.
But yeh, (sensible) people are cautious to only indulge themselves when they know the other person is not going to get the wrong idea. You wouldn't go down that route with a pervy colleague. Hence it usually is with someone who is very much in the friend zone, where there is no mutual or even one-sided attraction.
(I think the article is bs though)
